Introduction
The Millennium Water Alliance seeks an Institutional Development Advisor for an anticipated 5-year Transform WASH Program in Ethiopia expected to be awarded by USAID in the fourth quarter of FY2016. Transform WASH aims to accelerate correct and consistent adoption of improved WASH behaviors, with a focus on sanitation, through support to the public and private sectors in geographic areas targeted by other USAID Ethiopia health and nutrition activities through 1) Increased WASH governance and management capacity at the subnational level; 2) Increased demand for low-cost quality WASH products and services, with a focus on sanitation; 3) Increased supply for low-cost quality WASH products and services, with a focus on sanitation; and 4) Increased knowledge base to bring WASH innovations to scale.
Reporting to the Chief of Party, the Institutional Development Advisorwill be responsible for managing the governance strengthening activities described in Result 1.
Position Summary
The Institutional Development Advisor will work closely with key government officials at Woreda, Zonal, Regional and National levels and collaborate strategically with influential actors in the WASH sector, including but not limited to: UN agencies, NGOs and multi-agency WASH forums. S/he will lead develop, implement and monitor capacity strengthening interventions for multiple levels of government with focus on leadership and support for the OneWASH program. S/he will also coordinate consultations, strategy development, implementation of policy level interventions - including strategic communication and capacity strengthening - with a view to strengthen the enabling environment for the WASH sector.
Key roles and responsibilities
- Lead the design of an effective strategy for creating an enabling environment for demand and supply of sustainable WASH solutions at scale. Facilitate a participatory review of laws, policies, strategic plans and institutional arrangements that are in place to improve WASH governance; and identify the prevailing challenges in the WASH sector, (with a focus on enforcement/compliance, accountability and amendments, depending on need).
- Lead strategy development to strengthen transparency and accountability in the WASH sector. Review of the existing modus operandi and practices for transparency and accountability in the WASH sector, identifying strengths and weaknesses, and developing interventions, and facilitating implementation and monitoring and evaluation of the same.
- Facilitate coordination role of government and create awareness on roles and responsibilities of various stakeholders in meeting WASH targets. Facilitate the leadership role of GoE and engagement with key stakeholders such as parliamentarians and civil society organizations (through various sector forums).
- Influence prioritization of resources and capacity strengthening for the WASH sector. Strengthen the implementation capacity for key government officials and civil society organizations at all levels; this will involve conducting capacity audits for the implementation, operation and management of WASH systems.
- Generally, lead systematic efforts to promote good WASH governance. This will involve strategic communication, development of tool kits and capacity strengthening efforts to promote equity, efficiency, participation, decentralization, integration, transparency and accountability (based on a participatory assessment of strengths, weaknesses, opportunities and threats).
Key Requirements for the Institutional Development Advisor include the following:
- Have at least a Master’s Degree in a relevant field.
- Have at least ten years of experience in the water and sanitation sector, especially related to current Ethiopian local government context.
- Proven experience in undertaking activities aimed at capacity building of government to effectively construct, manage and maintain WASH services.
- Working experience in developing countries; experience in Ethiopia preferred.
- Excellent language skills in both English and Amharic, both interpersonal and written communication
- Strong MS Office skills, including Word, Outlook, PowerPoint and Excel
