Consultancy for Review and Enhancement of the African Leadership in ICT (ALICT) and Leadership Africain pour les TIC (LATIC)

Actual working time: Approximately 70 working days for inception report, guidelines for module updateand enhancement, drafting and finalizing module review, update and enhancement. The timeframe can be reviewed based on proposal from consultancy team.
1. Introduction
GESCI, the Global E-Schools and Communities Initiative, is a non-profit organization founded by the United Nations ICT Taskforce. GESCI, with its headquarters in Nairobi, Kenya, provides strategic advice to relevant Ministries in developing countries on the effective use of Information and Communication Technologies (ICTs) within the context of inclusive Knowledge Societies. GESCI’s African Leadership in ICT (ALICT) programme was launched in 2012 and rolled out across 16 Anglophone and Francophone countries. The francophone version is referred to as LATIC: Leadership Africain pour les TIC. Thus the programme is also referred to as ALICT-LATIC. The programme wasconceptualized to engage leaders in coherent policy making, planning and implementation of knowledge society development for the continent’s social and economic advancement. It integrates a blended learning coursework and a futures leadership development approach.
The core course design consists of 7 modules and materials for each ALICT and LATIC course. The modules cover topics on the 1) Introduction to the Knowledge Society, 2) Leadership in the Knowledge Age, 3) New Strategies for Science, Technology & Innovation (STI), 4) Telecommunications, Infrastructure & Quality Internet Provision 5) ICT Applications and the Role of Government, 6) Education in the Knowledge Age and 7) Knowledge Society for Africa research. The materials include three key frameworks of futures thinking, ICT and policy coherence which underpin all modular topics inclusive of assignments and research tasks. The module materials have been developed and contextualized for implementation in Anglophone and Francophone African countries, thus encompassing a set of 14 modules in the ALICT-LATIC programme.
GESCI is seeking an experienced consortium/team of leadership and knowledge society (ICT, Education and STI) experts to conduct a thorough review, update, enhancement and enrichment of the ALICT-LATIC course modules and materials. The expert team will be expected to carry out the assignment under the guidance and coordination of a team Expert Lead. The Lead will be expected to work in close consultation with a small GESCI technical team of the ALICT Programme Manager, Senior Programme Development Specialist and GESCI Senior Education Specialist.

- a proposal of how you will scope and execute the consultancy
