Purpose of the post: Under the direct supervision of the Education Specialist P-3 and in close collaboration with the Chief of Education P-4, the Early Childhood Development (ECD) Officer will provide professional technical, operational and administrative assistance throughout the programming process for ECD programs/projects within the Country Program from development planning to delivery of results, preparing, executing, managing and implementing a variety of technical and administrative program tasks to facilitate program development, implementation, and program progress monitoring, evaluating and reporting.
Main Job Duties and Responsibilities:
· Work closely with Ministry of Education and partners at the national and county/district levels to ensure timely, effective and efficient planning and implementation of programme activities, including implementation of MoRES in Grand Gedeh.
· Collect accurate information/data including provision of gender/sex disaggregated data and ensure relevant documents are made available in a timely manner to support situation analysis, sectoral inputs and reporting.
· Facilitate implementation of Annual Work Plan and ensure planned results are achieved through technical support and regular monitoring/follow-up with relevant partners.
· Effective partnership and networking relationships are maintained for advocacy, technical coordination, and information sharing and knowledge management.
· Up-to-date programme information is available and reports prepared and shared with relevant stakeholders when required in order to support the programme through the effective implementation.
· Provide inputs for progress reports, programme reviews, annual and donor reports.
· Participate in joint monitoring and evaluation exercises, programme reviews and annual reviews with government and other counterparts to assess progress and to determine the required action/interventions to achieve results.
· Emergency preparedness is maintained and in emergencies, emergency responses with effective coordination are provided in line with the Core Commitments for Children (CCCs) in Humanitarian Action, partnerships with the education humanitarian actors are strengthened.
· Other assigned duties and responsibilities are effectively accomplished.
MINIMUM QUALIFICATION & COMPETENCIES:
Education: A university degree in Education or Social Science field is required.
Work Experience: A minimum of two years professional work experience in the areas of planning, programme management, implementation, monitoring and evaluation of education and related social science fields. Good knowledge and understanding about ECD and new developments in ECD. Experience in implementation of ECD related projects in the field. Experience working in/for/with UN systems or NGO is an asset.
Language: Fluency in English is required with strong communication and oratory skills. Knowledge of the local language/s is an asset.
