ROLE PURPOSE:
The Child Health Technical Advisor will play a pivotal role in the design and implementation to enhance service quality and management capacity of the increased use of child health services through strengthening the GOS health systems. The Child Health Technical Advisor is responsible for technical support in the areas of child health at health facilities and the community levels. He/she will work closely with the Technical Director and other technical specialists to ensure integration and monitoring of all technical areas in improving the health of children. He/she will be responsible for planning and monitoring all activities regarding child health and basic care in the community. He/she will represent the ISD-HB in technical groups at the Ministry of Health and other forums.
Program Support :
- Provide technical and program oversight in the design and day-to-day management of implementation to increase the demand for quality priority health services, including integrated Community Case Management programming;
- Will work to improve community engagement and contribute to cross-cutting approaches, such as performance improvement, as well as, annual phasing in of activities;
- Will also ensure the technical and methodological soundness of activities and, in collaboration with the project team and partners, support the design of service delivery strategies, quality programming, and effective collaboration at the regional and zonal levels, based on sound and current scientific evidence;
- Contribute to the development of materials and tools for clinical training and community-based training; tools for monitoring systems and quality assurance; and other materials necessary for the implementation of the project;
- Participate and provide technical support to the Ministry of Health in the areas of child health and community approaches. This task includes working with the Ministry of Health to ensure the updated iCCM package tools, participation in meetings, workshops and events related to these technical areas;
- Contribute to the development of work plans and project performance reports; review of key project documents such as evaluation reports, research, consultants' reports, technical mission reports;
- Will provide leadership in identifying, planning, implementing and evaluating introduction of innovative delivery approaches to increase child survival and health impact at scale.
- QUALIFICATIONS AND EXPERIENCES
- Clinical background in medicine or nursing and a Master’s Degree in public health or a related field.
- **• 8+ years of experience of progressively increasing responsibility for designing, managing and implementing complex health programs in developing countries involving multiple stakeholders and implementing partners
• Demonstrated experience in child health and immunization programs, IMNCI and iCCM desired
• Demonstrated hands-on experience in building community capacity to provide health services
• Demonstrated supervisory experience of professional staff
• 5+ years’ experience in implementing donor-funded projects and in the design and implementation of overseas health projects; preferably in Senegal
• Demonstrated in-depth understanding of the Senegal healthcare system,
• Experience working in a multi-partner consortium, in collaboration with the Ministry of Health and other partners,
• Strong oral and written communication and presentations skills in French,
• Familiarity with USAID or other USG administrative, management and reporting procedures and systems
• Proven track record managing a project team composed of several technical experts and fostering team work
• Ability to coach, mentor and develop technical capacity in national programs and technical staff in the areas
• Ability to travel frequently within Senegal to program sites, and abroad if necessary
• Fluency in French is required; proficiency in English is highly desirable;
