Chemonics seeks a customs intelligence specialist for USAID's anticipated Tunisia Tax and Customs Reform Pilot (TCP) Activity. The objective of the activity is to strengthen the Tunisian government's capacity to implement transparent tax and customs reforms to promote employment, investment, and growth. This assignment may be divided into two missions. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
- Assist and advise customs on the structural and physical centralization of its customs intelligence function; work closely with the Bureau de Renseignement (Intelligence Directorate)
- Develop and refine job profiles for various intelligence positions (e.g., junior and senior analysts, supervisors, and central and regional coordinators)
- Develop and propose a policy on intelligence operations in line with current legislation
- Develop training resource materials in French and conduct at least one intelligence analyst course for approximately 18 participants from the Central Intelligence Unit in French
- Conduct an assessment and propose options for a customs Intelligence computer system
- Provide written reports that include recommendations for customs in French and executive summaries in English on all activities conducted
- Perform other intelligence-related tasks as assigned by the customs advisor
Qualifications:
- Advanced degree in customs, international trade, law, or customs administration preferred
- Fifteen years of experience with customs administration
- Eight years of experience working in international development; field experience in developing countries an advantage, preferably in the Middle East and North Africa region
- Ability to work closely with government counterparts and ministry officials
- Demonstrated leadership, versatility, and integrity
- Excellent written and verbal communication skills; French and English required
