Chemonics seeks a customs post clearance auditor for USAID's anticipated Tunisia Tax and Customs Reform Pilot (TCP) Activity. The objective of the activity is to strengthen the Tunisian government's capacity to implement transparent tax and customs reforms to promote employment, investment, and growth. Responsibilities include:
- Conduct a situational analysis of the current "post clearance audit"-related functions performed by different customs directorates, including tools like computer systems or software, and any links with external professional bodies (e.g., chartered accountants)
- Examine Tunisia's customs law to verify if there are appropriate provisions to allow for customs post clearance audits and identify any gaps
- Consult customs headquarter divisions and field offices to solicit their views on the current and future expectations of the customs post clearance audit function
- Develop and propose the functions, operational responsibilities, desirable structures, and key work practices for the post clearance audit directorate or section, as well as the minimum number of personnel required for this section
- Propose desirable staff qualifications, including customs technical skills and professional skills, for staff in this unit
- Support customs' implementation of recommendations on structures, functions, legal frameworks, and operational guidelines
- Design and propose an internal and external training and capacity building activity for the Tunisian customs post clearance auditor function
- Develop and propose guidelines for the post clearance auditor's conduct at company premises
- Develop training materials in French and conduct at least one short course (in French) for 15 post clearance auditor directorate staff on how to post clearance audits at company premises
Qualifications:
- Advanced degree in customs, international trade, law, or customs administration preferred
- Fifteen years of experience with customs administration
- Eight years of experience in international development; field experience in developing countries is an advantage, preferably in the Middle East and North Africa region
- Demonstrated ability to work closely with government counterparts and ministry officials
- Excellent written and verbal communication skills; French and English required
