Middle East & North Africa (MENA) Recruitment Referent

1. Manages the recruitment and selection process, so as to recruit people that meet the requirements and fulfill the targets agreed with the 5 MSF Operational Centers.
· Implements the end-to-end recruitment and selection process as described in the relevant MENA Recruitment documents, always ensuring the quality of the process. Responsibilities include CV screening, Technical competency assessment, Competency based interview, Facilitation of Assessment Centers, Collection and verification of candidate documents and credentials.
· Manages the communication with candidates for the purposes of recruitment and is responsible for providing all necessary documents and information for the accurate and comprehensive understanding of the Organization’s values, way of operating, working conditions and other critical information.
· Is responsible for the achievement of recruitment targets within the criteria and timeframe agreed between the MENA Project Management Team and the 5 MSF Operational Centers.
· Maintains complete and accurate records of the recruitment process and its results, produces monthly and other specialized reports.
· Is responsible for the proper maintenance and update of the HR Software with the relevant candidate information.
· Performs a detailed analysis of selection and recruitment.
· Evaluates the quality of recruitment and proposes course of action.
2. Supports the absorption (placement) of recruited people within MSF projects and participates in Networking and Active Recruitment activities.
· Supports the proper allocation of recruited professionals to the 5 MSF Operational Centers according to their annual recruitment targets.
· Facilitates the communication between the MSF Operational Centers and the recruited people.
· Participates in Active Recruitment activities, including building and promoting job posts and conducting presentations for informational sessions and other recruitment events.
· Facilitates Networking activities with Institutes and Organizations, participates in relevant meetings, follows up agreements and organizes informational events.
SELECTION CRITERIA
Essential
· At least 2 years of prior working experience in Human Resources with a specialization in recruitment and selection (CV Screening, Competency Based Interviews, Assessment Centers, Verification of Credentials etc).
· Prior experience with MSF or other Humanitarian Organizations.
· Bachelor’s Degree in Human Resources Management, Business Administration, Psychology or other relevant area of studies.
· Fluent command of English, French and Arabic is required.
· Good command of Excel, Word, Skype, E-mail, Internet.
· Availability to travel at least 30% of time within a year.
Desirable
· Prior working experience in MENA countries.
· Familiarity with ERP - SAP or other HR Software.
· Masters or postgraduate degree in Human Resources.

POST CONDITIONS
Local contract: Open only for Tunisian nationals
Position is supervised by the MENA Recruitment Project Manager.
Works as part of the MSF Greece Human Resources team and cooperates closely with other MSF sections.
Position based in the Médecins Sans Frontières – Tunis Offices in Tunisia.
Full time job.
Compensation and Secondary Benefits: According to MSF policies.
