We are looking for our delegation in South Sudan for a
Project Manager
Position Start Date: 15th of May 2016
Duration: 7 months
Location: Boma - South Sudan
Terre des hommes does not set closing dates for this position; recruitment is on-going until the position is filled
Contractual conditions:
Swiss salaried contract 3600 Chf < > 4800 Chf / month according to experience x 13, Holidays: 25 days per year. Local accommodation and transportation, Health insurance, accident and medical repatriation insurance, return flight.
Context:
Terre des hommes Foundation is raising up an intervention to address Child Protection needs in the areas of concerns in South Sudan. During an exploratory mission in November-December 2012, Tdh Foundation has been officially recognised as a Child Protection intervention partner in the country.
Main responsibilities:
The Water, Sanitation & Hygiene (WaSH) Program Manager (PM) is responsible for running and supervising water, sanitation and hygiene programs at all stages of the project management cycle. He/she is also responsible for accomplishing the program objectives and outcomes within the contextual constraints. The PM ensures the overall success of the program by making sure the WaSH team completes the defined activities while adhering to internal standards and contractual obligations; and that the program is completed on time, within budget and with acceptable quality.
Further objectives for the WaSH PM concern the capacity building and mentoring of staff; humanitarian needs identification through monitoring of the evolving situation; context analysis to contribute to the development of future programs; and internal coordination to reinforce Tdh’s integrated approach. Depending on the size and organizational structure of the mission, the WaSH program manager reports to either the Field Coordinator or the Country Director.
Fonction details
Strategy and policy
· Participate in drawing up strategic guidelines for the country in coordination with the Country Representative and the field coordinator: collect the data and analyse the opportunities and the risks
· Actively contribute to the implementation, monitoring, evaluation and review of the strategy of his/her field of intervention
Research and development
· Participate in the development of new tools in his/her field of activities
· In the framework of Tdh foundation thematic policies, instigate a culture of innovation contributing to the development of quality
· Contribute to the development and capitalisation of these innovations by the Institution
Personnel management / team management
· Ensure the communication contract is implemented within his/her team(s) and promoted within the base
· Create conditions for a good flow of operational information from the project staff (verbal exchanges, e-mails, sitreps, reports, etc.)
· Lead, train and support, according to delegation, the teams of expatriate and local employees
· Recruit and/or assist with the recruitment of local staff: follow recruitment procedures; anticipate recruitment needs, make sure the terms and conditions of the vacancies are adapted or drafted
· Periodically appraise the staff under his/her direct responsibility and send the appraisals and recommendations to the HR/Administrator for the country
· Ensure full compliance with the country's HR procedures and regulations (fairness, transparency)
· Ensure the nationals and the expatriates comply with the basic code of ethics
· Organise and run regular coordination meetings
· Ensure proximity with all the teams by regular trips in the field
· Make sure that management tools are being properly implemented by the managers
· Ensure his/her employees are being managed by objectives (action plan, appraisal interview, etc.)
· Develop an open and inclusive outlook, geared towards the human factor, able to convince people to accomplish a task voluntarily and with a good level of motivation (Leadership)
· Ensure teams work well together (resolve the potential conflicts)
· Develop his/her subordinates' self-reliance and encourage collaboration
Responsibilities
· Develop a program plan, ensure its smooth implementation, and manage the team’s performance of project tasks and activities that may include, but are not limited to:
  1. Construction or rehabilitation of water networks, gravity flow systems, wells or boreholes.
  2. Hygiene promotion and education.
  3. Water treatment.
  4. Water trucking and emergency water supply.
  5. Carrying out of assessments and post-implementation monitoring.
  6. Capacity building of partners.
  7. Monitoring of sub-contractor work
· Ensure appropriate design, construction and implementation of WaSH hardware according to technical standards, as well as proper maintenance and use of WaSH equipment.
· Develop and ensure the use of appropriate techniques and materials for hygiene promotion and training.
· Manage the WaSH team human resources and provide technical support, training and capacity building.
· Manage the program budget through the passing of timely orders, the preparation of monthly forecasts and the monitoring of expenditure.
· Identify the managers' and employees' training needs and organise local or internal training sessions in collaboration with his/her immediate employees
· Track the progress of activities, ensure the collecting of program indicators and provide on-time internal status reports and external donor reports.
· Identify and monitor risks, constraints or escalating issues, and inform the hierarchy accordingly.
· Ensure that all data and information is updated, well organized and easily accessible. And that lessons learnt and best practice are capitalized.
· Coordinate with other technical departments to ensure a common approach, synergy and sharing of information.
· Represent Tdh externally and collaborate/coordinate with local authorities, counterparts, partners and stakeholders.
· Analyze and report on the evolving humanitarian needs and provide clear recommendations for interventions.
· Develop appropriate targeting criteria and mechanisms to ensure the needs of identified vulnerable groups are met.
· Participate in the development of new proposals and the Tdh annual country strategy.
Budget
· Conduct a monthly review of the budget with the Field Coodinator and the Administrator, in order to direct future spending
· Provide financial monitoring and monitor the contracts
· Direct the implementation and observance of the terms of any financing agreement
Administration / logistics and recovery services
· Make sure that there are regulations and procedures for the base in administrative and financial matters and human resources
· Make sure the base regulations and procedures are drawn up and reviewed in accordance with the provisions in the Tdh HR, Finance and Administration handbook
· Ensure that the contracts, regulations and procedures comply with the national laws
· Analyse the operational processes in place and analyse their relevance and effectiveness; take steps to readjust them if necessary
· Ensure that Tdh administrative and logistical processes and procedures are properly observed within the base
Advocacy - Representation - Networking
· Support and facilitate advocacy projects and strategies relating to the delegation
· On behalf of the Head of Delegation, provide representation for Terre des hommes in the country of intervention
· Represent Tdh before national authorities: participate in official meetings to significantly raise the Foundation's profile with local authorities.
· Significantly raise the Foundation's profile within the community of NGOs in the Country
· Carry out all the formalities required by the government and the other official agencies
· Provide representative support with the local players at the request of the field coordinators to support their advocacy
· In general, make sure that a positive and professional image of the Foundation is conveyed. In particular, ensure that the Foundation's mandate, ethics, values and views are followed in relation to third parties.
· Support the teams in their negotiations with the partners
· Coordinate, develop and reinforce partnership actions at a national level with the partners in the same activity sector: sectoral working group, clusters, etc.
· Encourage and ensure the development of synergies with the other NGO players and local organisations
· Ensure that agreements signed between Tdh and its partners are implemented and monitored
· Follow up the security situation in Boma State and provide to the country representative a security incident when it's needed and at least one security report at the end of each month, in collaboration with the logistics officer.
Fundraising
· Represent Tdh before the sponsors, participate in national information meetings for sponsors and send the Head of Delegation the information gathered.
· Have a good knowledge of the local sponsors' strategic guideline
· Coordinate, promote, supervise or negotiate the contracts (in agreement with the Head of Delegation) and follow up with the institutional donors
Information / Publications / Communication / Reporting
· Validate the relevance of the field work as regards the substance of the programme, make sure it achieves the set objectives
· Make sure that Tdh operations have a high profile in the local media and participate in raising the Foundation's profile in in the project areas and beyond.
· Run workshops on the capitalisation of experiences
· Be responsible for producing reports and ensure strict adherence to the time limits established by the headquarters and the sponsors as well as the reliability of the information produced and the confidentiality of the mission's sensitive information
· Draw up a schedule of the reports to be sent to the sponsors based on sponsor follow-up
· Plan and provide a framework for the drafting of the narrative reports and financial reports
· In general, systematically inform the Head of Delegation of the development of the mission's strategy and its implementation.
· Write the monthly reports (Sitreps) and produce the annual activity reports
Project Cycle Management
· Ensure the Project Management Cycle (PMC) is being implemented in the delegation's projects and that it is being used effectively by the delegation teams
· Ensure that deadlines are observed.
· Plan and prevalidate project proposals before submitting them to the headquarters
· Guarantee the quality of project reports (including the annual project reports)
· Ensure coordination and consistency between the different projects and intervention zones (integrated approach, programme vision)
· Bring specific insight into the notions of the projects' integration and transversality within programmes
· In collaboration with the Country Representative and the Desk at headquarters, assess the needs of the target populations in order to readjust the ongoing projects if necessary or to launch new projects, to ensure that resources are properly tailored
Profile :
· Degree in WASH related studies (engineering, public health, geology, etc.)
· Further qualifications in engineering in development related contexts preferred.
· Familiarity with GIS, data analysis software and water modeling software preferred.
· Professional, motivated, open, creative, mature, responsible, flexible, culturally sensitive.
