Chemonics seeks a Kinshasa-based Result 1 team leader for USAID's ACCELERE project, serving from May 28, 2015 to May 27, 2020. USAID, in collaboration with the U.K. Department for International Development, will implement this primary education initiative to improve equitable access to education and learning outcomes for girls and boys in the Democratic Republic of the Congo (DRC). This contract will support education service delivery in at least 25 education sub-provinces across four target provinces (Katanga, Kasaï Occidental, Kasaï Oriental, and Equateur), including in government schools and those administered by religious networks, which are recognized by the DRC government. Efforts to support educational access for out-of-school youth through accelerated learning programs will include the above target provinces, as well as South Kivu and North Kivu. Responsibilities:
- Engage central government and key non-government and/or international actors to plan and coordinate project activities in support of the DRC government's action plans, policies, or other initiatives related to ACCELERE's Result 1
- Work with the senior education advisor to coordinate any short-term technical assistance related to Result 1
- Work with project grant teams in Kinshasa and the provinces to provide technical assistance as needed to Result 1 grant activities
- Work with key government, international, and non-governmental actors to facilitate planning, development, and updating of project approaches to support commercial agricultural promotion projects
- Work with Result 2 team leads in Kinshasa to plan for quality interventions in agricultural promotion projects (e.g., primary adaptation of reading programming)
- Work with the gender advisor to develop and implement safe-school approaches, including planning, material development and adaptation, training, and follow-up, for all target schools
- Work with the Result 3 and community mobilization leads in Kinshasa to develop and regularly improve technical approaches to support communities in developing local interventions to increase access and retention, particularly for vulnerable children
- Liaise with key government, international, and non-government actors at the central level, in coordination with similar efforts at the provincial level, to support integration of existing, non-project health programming into target schools
- Contribute to the planning and implementation of monitoring, evaluation, and learning activities related to Result 1, including operations research and performance monitoring, by providing input for data collection, training, and analysis
- Provide technical oversight to provincial Result 1 leads and serve as the primary liaison between all ACCELERE offices for Result 1 activities
- Perform all other duties related to Result 1 or as otherwise directed by the senior education advisor or deputy chief of party
Qualifications:
- Master's degree in a relevant field
- Minimum eight years of relevant experience required
- License in relevant field preferred
- Proven technical expertise in promoting access to schooling for vulnerable children or supporting and improving alternative/accelerated learning programs
- Demonstrated management and leadership skills on large, complex, donor-funded programs
- Demonstrated ability to work effectively in a multicultural environment, with the ability to gain the respect and confidence of host-country counterparts, staff, and clients
- Ability to mentor, motivate, and empower team members and counterparts
- Proficiency in Microsoft Word, PowerPoint, and Excel
- Demonstrated leadership, versatility, and integrity
- Excellent written and oral communication skills in French; English proficiency required
