Chemonics seeks multiple short-term country programs consultants for the Procurement and Supply Management (PSM) project; launched in January 2016, this project will be the primary vehicle through which USAID will 1) procure and provide health commodities for HIV/AIDS, malaria, family planning/reproductive health and other programs, 2) provide technical assistance to improve partner countries’ management of their supply chains in these areas, and 3) collaborate with key international stakeholders to support global health initiatives the short-term country programs consultant hemonics seeks multiple short-term country programs consultants for the Procurement and Supply Management (PSM) project; launched in January 2016, this project will be the primary vehicle through which USAID will 1) procure and provide health commodities for HIV/AIDS, malaria, family planning/reproductive health and other programs, 2) provide technical assistance to improve partner countries’ management of their supply chains in these areas, and 3) collaborate with key international stakeholders to support global health initiatives the short-term country programs consultant will work with the PSM headquarters country programs manager and regional managers to provide technical support in the in the development, design, review, and finalization packaging of critical start-up deliverables for USAID. The project will utilize the country programs consultant to support work planning, training and capacity building, communications, and supply chain methodologies at the country level. The term of assignment is up to three months.
Responsibilities include:
- Provide technical support to country program and work plan development as requested by PSM country programs manager. Specific tasks may include:
- Provision of technical input to the development of strategic interim and fiscal year 2017 country work plans for PSM;
- Provision of technical input to monitoring and evaluation team lead on country program PMPs and provide recommendations for improvements;
- Provision of technical input development and/or review of country level scopes of work for short-term technical assistance.
- As requested by regional managers, provide training and capacity building support to country program staff to design and implement appropriate PSM programs
- As requested by the Country Programs Manager, provide technical support in communications with the USAID Global Health Supply Chain Team
- As requested, provide technical advice to the Country Programs Manager to adapt key supply chain management methodologies for use in PSM country programs. Methodologies include ISO 9001, Lean Six Sigma, supply chain operations reference (SCOR), Commodity Councils, and fourth party logistics (4PL)
Qualifications:
- Bachelor’s degree required, Master’s degree preferred
- Minimum 10 years’ experience in supply chain management methodologies, systems design, implementation, and/or monitoring and evaluation at the country level
- Experience with USAID and/or donor-funded global health and/or supply chain management projects required
- Experience working with global partners and countries in assessing and designing improvements and technical guidance regarding supply chain management or similar public health service delivery efforts
- Experience working in resource constrained countries
- Excellent written and oral communication skills
- A proven ability to work as part of a team and to be self-managing
- Available to travel internationally to resource limited countries
- Working proficiency in French, Spanish and/or Portuguese, desired
