Brief Description of Position:
Cowater is currently recruiting a State-Based Procurement and Engineering Trainer for an ongoing project in South Sudan. Candidates must be fluent in English. The successful candidate will be based at the state level where training courses will be organized with frequent visits to the counties for on-the-job mentoring and technical guidance for implementing project-supported methodologies. They are expected to work with state ministry staff with responsibility in each of the subject matter areas, who will progressively acquire skills to support the increasing number of counties and provide ongoing supervision of county operations.
Required Qualifications:
- Bachelor Degree in civil engineering
- Experience in supporting local governments and communities managing the implementation of infrastructure in remote areas under difficult logistical conditions
- Minimum 3 years of experience in the design and procurement of small-scale public works, including development of specifications and bills of quantities, procurement plans, tender documents and standard forms
- Experience in institutional strengthening of sub-national entities, experience training local staff considered an asset
- Experience working in fragile states
- Professional fluency in English
Desired Qualifications:
- Preferred language skills (not required as mandatory): Arabic
- Experience working in South Sudan
