Appel de Genève / Geneva Call is recruiting a Programme Manager for its Africa Programmes
Appel de Genève/ Geneva Call is a neutral and impartial humanitarian non-governmental organization that engages with armed non-State actors (ANSAs) to promote their respect for international humanitarian norms in armed conflicts and other situations of armed violence, in particular regarding the protection of civilians.
Geneva Call is registered as a Foundation under Swiss law. It carried out 44 projects in 19 countries in 2016, with an annual budget of approximately CHF 5.8 million.
MAIN ROLE
Under the supervision of the Head of Africa region, the post holder is responsible for the implementation of Geneva Call programs in the Democratic Republic of Congo, the launching of future programs in Central African Republic and the monitoring of the humanitarian situation in Burundi.
MAIN ACTIVITIES
· Analyzing the global humanitarian situation in the concerned countries, focusing on the protection issues faced by the civilian population.
· Designing and implementing relevant Geneva Call’s programmes according to the organization’s strategy and operational procedures in programmes/projects of responsibility. Ensuring timely delivery of appropriate reporting.
· Monitoring the implementation of programme’s activities in countries of responsibility to ensure that outputs, outcomes and expected results are achieved, the budget is respected, and donor requirements are fulfilled.
· Identifying context-based fundraising opportunities and ensuring appropriate follow up.
· Representing Geneva Call with relevant stakeholders at local and regional level, managing and developing the reputation and acceptance of Geneva Call in the concerned countries of operations.
· Supervising one small field office located in Goma (DRC) and developing the structure according to Geneva Call’s operational strategy.
REQUIRED QUALIFICATIONS
· At least 3 years of relevant field experience in a humanitarian organization working in conflict areas. Experience of managing and developing relatively small field structures would be a strong asset;
· Advanced degree in international relations or International Humanitarian Law and Human Rights Law, political science or a related experience;
· Strong ability to analyse information, evaluate options and to think and plan strategically;
· Excellent interpersonal, communication and presentation skills with experience of negotiation and representation at a high level. Demonstrable experience of engaging with ANSAs would be an asset;
· Ability to work under pressure and in conflict-affected settings, and to handle numerous tasks simultaneously;
· Willingness to work independently and with minimum supervision, and as a part of a multicultural team;
· Strong organizational and reporting skills;
· Excellent command of English and French (both oral and written). Other language would be an asset;
· Demonstrable computer literacy, including the MS package;

CONDITIONS
· Full time position, 100 %
· Permanent contract
· Based in Geneva but with regular field missions. In the framework of Geneva Call’s strategic development, the position should be transferred to future structures in the related field of operations. · Preferred start date: September 2016
