Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems around the world and expanding access to care and treatment for HIV/AIDS, malaria and other illnesses. Based on the premise that business oriented strategy can facilitate solutions to global health challenges, CHAI acts as a catalyst to mobilize new resources and optimize the impact of these resources to save lives, via improved organization of commodity markets and more effective local management. By working in association with governments and other NGO partners, CHAI is focused on large scale impact and, to date, CHAI has secured lower pricing agreements for treatment options in more than 70 countries. In addition, CHAI's teams are working side-by-side with over 30 governments to tackle many of the largest barriers to effective treatment and care.
CHAI South Africa's M&E program
In response to the policy shift to standardize the monitoring and evaluation system for the National ART and TB programs in South Africa, the Clinton Health Access Initiative has played a significant role since 2011 in strengthening the rollout of the 3-Tiered Monitoring and Evaluation (M&E) System for the National Department of Health (NDOH). The M&E system was initially implemented to monitor the antiretroviral (ART) program. In January 2015 South Africa took the decision to integrate the TB and HIV information systems at the facility and now the M&E systems are used to monitor HIV, pre-ART, ART and TB. The CHAI-SA M&E program supports the Department of Health to implement and maintain a standard M&E system nationally and to strengthen the use of data to inform program delivery and seek opportunities to improve the quality of services offered evidence informed through the routine data.

The Analyst will work to support CHAI to support the NDOH. CHAI requires routine data interrogation to assist us to focus NDOH initiatives in the TB, HIV and ART programs. This role will routinely interrogate the available NDOH data to assist CHAI with identifying opportunities to assist the NDOH with evidence informed decision making and to direct data quality improvement initiatives.
CHAI is seeking a highly motivated individual with outstanding analytical, problem-solving, organizational, and communication skills to conduct routine analysis of available data to understand the current context of the TB, HIV and ART programs. The candidate should be able to interrogate the data and be critically minded to seek out and identify challenges with the data and be solution oriented to address identified challenges. The analyst will work closely with the Senior Technical Advisor to seek opportunities to strategically inform the NDOHs priorities using available data.
Past experience with HIV or TB M&E is not required but a deep understanding of the public health system and health information management is essential. This includes understanding of data production, unique qualities of routine data in public health settings, cohort monitoring, as well as data quality improvement strategies.
Successful candidates should be fast learners and strategic thinkers who are both willing to take on routine tasks such as data entry and be capable of engaging in high-level strategic discussions with a multi-cultural, multidisciplinary set of actors. The candidate must be able to work independently. Candidates must also be able to work with managers who are often off-site or working remotely, as such be comfort with Skype and other forms of electronic communication and be able to efficiently collaborate with dispersed teams. Specific key responsibilities will include but are not limited to, the following:
He/she will:
- Responsible for monitoring HIV, ART and TB program performance across public and private sectors, and against targets (where available)
- Assist with the strengthening the M&E system in accordance with standard operating procedures (SOPs). Assisting to update SOPs when and as necessary
- Support the processing, collection, analysis and presentation of data on national program performance and efficiency
- Utilize analytics to monitor performance and highlight gaps to support NDOH M&E, TB and HIV programs work collaboratively within the team to address the gaps
- Have the required skills to develop a database to monitor program performance and produce standard analytics
- Have the ability to navigate complex government processes and favorably influence decision-making in a professional and collaborative manner
- Support in the preparation of strategic documents to inform NDOH interventions
- Provide support so that the DoH can identify funding gaps and access additional resources
- Ensure that annual work plan, and all other quarterly and routine reports are produced and delivered on time

Qualifications - A minimum of a Bachelor's degree
- A minimum of 3-5 years professional experience in a public sector setting with increasing levels of responsibility and experience;
- Strong analytic skills and technical proficiency with MS Excel and PowerPoint (analytical skills and proficiency levels will be tested during recruitment process);
- Demonstrated ability to multi-task, be effective in high-pressure situations and adapt to fast-paced and changing environments with a strong commitment to excellence, both internally and externally, and with limited-structural support;
- Demonstrated ability to work independently on complex projects and solve challenging problems with limited structural or operational support;
