OVERVIEW OF THE POSITION
WFP is currently operational in Somaliland, Puntland, Central, Benadir and South regions if Somalia with Area Offices (AO) established in Hargesia, Bossaso Galkayo, Mogadishu and Dolow respectively. Despite WFP being active in certain areas, parts of its operational areas are considered inaccessible or have intermittent accessibility to UN staff by the UN Department of Safety and Security (UNDSS). This restricts or limits the ability of WFP staff to liaise directly with retailers and other retail supply chain actors in those areas.
GENERAL FUNCTIONS
Role objective:
With the shift to cash or voucher based food interventions the sourcing and delivery of food is outsourced to trade. In such types of interventions trade becomes and arm on which humanitarian response depends on. Its timeliness, cost, reliability and flexibility are critical to success in responding to the needs of people affected by crisis.
Then objective of WFP trade assessments and monitoring exercise is to respond to the following questions:
§ Do traders at local level have the means/capacity and logistics infrastructure to increase volume?
§ Is there logistics means/capacity to move increased volume of goods to the retail distribution points (retail stores or open markets)?
§ If/what are the bottlenecks (weak points) in increased goods flow from port to retail stores?
Expected output:
§ Visit districts ( Specified by WFP)and complete questionnaires provides by WFP
§ In case a retailer refuses an interview an alternative (simpler) form should be completed to prove existence if the shop in location in question.
§ Distribution of EOI (Expression of Interest) to retailers.
§ Verification of information through visits of retailers and completion of checklists.
§ Sensitization/briefings for retailers on the Programme.
§ Follow-up on identified issues with retailers at field level.
§ Trainings on POS devices.
Project reporting:
§ Weekly work plan of activities by district - for approval by WFP.
§ Narrative report for each field mission.
§ Narrative report of each field mission.
§ Narrative report for each briefing/training of retailers.
Team management:

ESSENTIAL EXPERIENCE
Education:
§ Bachelor's degree in relevant discipline.
Work experience:
§ Minimum of 3 years of demonstrable relevant Data Collection experience and/or minimum of 3 years of demonstrable relevant Logistics experience.
Geographical experience:
§ Minimum of 3 years of experience in Africa with local experience in Bossasso is an advantage.
Languages:
§ Fluency in English is essential.
Key competencies:
§ Existing presence in Somalia.
§ Prior experience in data collection/survey activities.
§ Background in trade and or logistics and added value.
§ Availability/access to areas in question.
