The Programme Manager will support the Country Office to ensure strong program design, implementation, monitoring & evaluation including knowledge management. This role will build the capacity of the Kenya Country Office partners' project staff. Additionally, the job holder will oversee technical / thematic and cross-thematic support to programmes, accountability and use of lessons to improve on programming.
Main tasks
Current Project Portfolio
- Contribute to the development and articulation of strategic approaches, project/programme management/staffing plans, M&E, budgets and annual plans in compliance with CBM and donors requirements;
- Check and verify reports from partners e.g. Partner Progress Reports (PPR) and others;
- Support the partners in the compilation and submission of statistics to the International Office;
- Directly support the development of MYPs and yearly budget applications.
- Prepare new projects/programme proposals and sustainability of results in line with CBM and donors requirements;
- Support submission of quality and timely programme reports (all types) - partners and colleagues to Country Representative, Regional Office, Member Associations, donors following the administrative and financial guidelines;
- Lead the development of monitoring and evaluation strategy, system, and project-specific M&E plans that meet CBM and donor requirements;
- Contribute and lead M&E and Organization Capacity Assessment related missions and visits;
- Lead the development and implementation of a knowledge sharing system,
- Elaborate and implement entry and exit strategies for projects/ programmes;
- Oversee that principles and practice of disability inclusive development, sustainability, child safeguarding, gender issues etc are woven through the design and implementation of the projects;
Partnership
- Support in Partnership formalisation and implementation, and in the implementation of recommendations following partner assessments and project reviews;
- Lead end term reporting and phase out process in case of partnership termination;
Information Gathering
- Support in the analysis of the geopolitical, humanitarian, social, economic, cultural and human rights situation within the country ( intervention zones), relevant to CBM’s disability inclusion focus;
- Identify the related disability key stakeholders, topics and opportunities for new project ideas;
- Search for and share good practices in disability and inclusion fields;
Administrative and financial oversight
- Ensure the understanding and respect of CBM administrative and financial framework by partners and colleagues during implementation, monitoring and reporting of the projects, (statistics, PPR, Request of Funds, financial statement, Navision data’s, etc.),
- Support the administrative and financial reporting in cooperation with the administrative and financial officer
Team supervision
- Team management and coaching includes and is not limited to: job description updates, KPO draft, working plans and follow up, delegation and motivation, appraisal, capacity building, support in project cycle management (identification and formulation, planning, monitoring, reporting, partnership)
Communication and representation
- As delegated, represent the Country Offices at meetings, conferences, and workshops
- Contribute towards development of policies and legislation in areas relevant for disability and development as maybe requested by government line ministries, partners and stakeholders.
Others
- Supports country assessment, risks planning, management and reporting
- Support the implementation and M&E of the Kenya Country Plan
Additional Responsibilities
- Provide recommendations to Country Representative on contextual analysis and needs assessment as input to country strategy and contingency plan
- Provide guidelines to partners on grant and project management and technical, organisational and institutional issues
Performance Criteria
- Manage budgets/costs accurately
· Budget variances are anticipated, noted, and addressed;
- Partners have a clear understanding and practices are in compliance with CBM and external donor requirements.
· Risks within the scope of the function area identified and addressed proactively;
· Performance management records for team are completed and sent to HR on time.
- Use of standard Project management tools in programme implementation
Professional Profile and Requirement
Education, Knowledge & Professional Experience
- University degree in social sciences, international development, public health or related field,
- Master’s Degree in Finance, Business Management or related field is an added advantage
- Minimum 5 years’ experience in development and programme management
- Experience in project design, monitoring, review and evaluation and the application of this information to programme quality improvements
- Excellent interpersonal skills with the ability to develop and maintain strong cross-cultural professional relationships
- Experience working with people with disabilities and the disability inclusive development sector a considerable advantage
- Sound financial and administrative management skills in the non-governmental organisation (NGO) context
- Various Government/funders/donors knowledge and/or experience
- Experience leading/managing teams
- Willingness to adhere and commit to CBM’s Values and Child Protection Policy
- Experience with multi-funded programmes
- Ability to integrate into a multi-cultural environment.
