Background

The CRS Egypt country program began in 1956 at the invitation of the Egyptian president Nasser by providing relief assistance to the victims of the Suez War. Over the following few decades, CRS Egypt moved from large-scale food relief to long-term poverty alleviation and development programs. CRS Egypt works in a wide variety of areas within the development field.
Currently, CRS Egypt has three main programs: the livelihoods program, interfaith peacebuilding program and the education assistance program for refugees. Projects under these programs range from the provision of technical assistance and capacity building to partners, and promoting peace and tolerance, to educational grants for refugees, and the protection of children who are victims of trafficking. Additional programming includes Emergency Preparedness and Response projects that arise as need be. A regional Management Quality unit assists the CP support department in developing and maintaining the highest level of operations standards.
CRS Egypt currently holds a main office in Cairo, and sub-offices in Maadi and Mohandessin.
Job Summary
You ensure a high level of resource stewardship and strict financial accountability and promote risk management while ensuring the effectiveness and robustness of the CP’s financial management systems, processes, and practices in support of high-quality programs serving the poor and vulnerable. You anticipate and analyze financial management services needs and delivery challenges, and introduce improvement solutions, as needed, to minimize CP exposure to financial risk.
Job Responsibilities:
· Manage financial management processes, policies, and service delivery, and provide proactive advice and support to managers, staff, and subrecipients in the management of the whole project cycle (Design, Start-up, Implementation, Close-out), ensuring relevance, efficiency, and compliance with CRS’ policies and procedures, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements.
· Provide direction and coordination of effective budget development and management (Annual Program Plans and project budgets), ensuring accuracy and consistency of financial data and safeguarding of resources.
· Ensure integrity of accounting information by researching account issues for compliance and establishing quality control over accounting transactions and financial reporting. Oversee maintenance of supporting documentation for a reliable and easy to follow audit trail.
· Prepare financial data, analysis and projections and support the Senior Management Team and Program/Project Managers in interpreting data for decision-making and effectively managing financial risks.
· Oversee the accurate performance of reporting procedures and timely submission of reports to relevant stakeholders (CP managers, Regional Office, HQ/Finance, donors, local government entities).
· Assess staff and subrecipients’ financial management capacity, ensure capacity strengthening on finance policies and regulations, as needed, and monitor and measure impact.
· Lead efforts to close audit financial management findings in a timely and sustainable way.
· Lead implementation of changes in finance office operations in response to changes in the local legal environment, or to new operating context and financial management needs.

Typical Background, Experience & Requirements:

Education and Experience:
· Master’s degree in Accounting, Finance or a related field, or MBA with a focus on Accounting preferred, or equivalent relevant experience and Bachelor’s degree. A professional certification in Accounting or a related field highly preferred.
· Minimum of five years experience in a similar position, preferably with an International NGO. Knowledge of the relevant public donors’ regulations highly preferred
· Substantial budgeting, budget/expense analysis, and accounting experience.
· Strong experience in presenting and facilitating on financial management topics.
· Proficient in MS Office packages (Excel, Word, PowerPoint, Visio), Web Conferencing Applications. Knowledge of SunSystems financial accounting package or similar financial reporting software highly preferred
· A minimum of five years’ experience in supervising teams.

Required/Desired Foreign Language
  • Fluency in written and spoken English and Arabic.
Travel Required
· Job requests travel to field/Upper and Lower Egypt in order to assist partners and follow up projects (Approximately 20%).
