Description:

FHI 360 is currently recruiting for the position of Gender-Based Violence and Adolescent Health Specialist,for the upcoming USAID/Mali Girls’ Leadership Empowerment through Education (GLEE) project. The purpose of the GLEE project will be to improve girls’ learning outcomes and facilitate girls’ leadership and empowerment skills. Illustrative activities could include girls’ catch-up programs, scholarships, peer-to-peer mentoring, parent and community involvement and dialogue, conflict mitigation, and psycho-social and well-being support.
The Gender-Based Violence (GBV) and Adolescent Health Specialist will be responsible for implementing the GLEE gender strategy at all levels of the project, and will provide programmatic and technical support to the project team on effective integration of gender considerations. Areas of focus include but are not limited to: reducing gender-based violence in schools and communities, increasing male involvement through community dialogues, training teachers and health workers, and increasing adolescent’s access to health services. S/he will work closely with the Education Equity Specialist and Community Engagement Specialist to coordinate activities in these areas.
Specifically, the position will provide technical oversight in the implementation of safe schools’ methodologies to prevent and reduce school-related gender based violence to improve child protection, ensuring the integration of project interventions within national and local child protection systems. S/he will ensure that the GLEE project incorporates gender equity and utilizes best practices in GBV prevention and response activities in target school communities. S/he will mentor and train GLEE staff, partners, and stakeholders on innovative, culturally appropriate, and socially inclusive approaches to promote safe learning environments by equipping teachers, parents, community members, and students with knowledge, attitudes and skills to increase access and quality of education and improve child protection against violence in and around schools. S/he will collaborate with the mentors and community mobilizers to develop relevant advocacy and behavioral change messaging in support of reducing gender biases in the target communities. S/he will conduct annual gender analyses/assessments to measure progress and strengthen project activities. S/he will build relationships and coordinate with the gender department and other relevant ministry partners involved in education, adolescent sexual and reproductive health, gender and women’s empowerment activities to promote accountability for safe school environments to improve the access and retention. S/he will liaise regularly with FHI 360’s other programs in country to share learning and promote gender integration among FHI 360’s portfolio of projects in Mali (if that is relevant).
FHI 360 anticipates that the GBV & Adolescent Health Specialist will be based in in Bamako, Mali with project-funded travel to other parts of Mali. Recruitment is contingent upon successful award of the project, and the selection of the final applicant is subject to USAID approval.

Job Summary / Responsibilities:

  • Provide technical leadership in a specific technical component and/or program wide activities.
  • With technical oversight, provide technical leadership in design, development, planning, implementation; and capacity- building of specific technical components of programs.
  • Participate in resource development activities.
  • Responsible for accomplishing assigned job responsibilities, and following the standards and practices of the department and division.
  • Responsible for planning and scheduling own work flow and timetables, within area and function guidelines.
  • Identifies areas for improved efficiency or effectiveness within prescribed parameters, and institutes enhancements to procedures.
  • Maintains a constructive dialogue and technical exchange with field counterparts and technical staff of implementing partners.
  • Develops and maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs.
  • Develops tools for the design and implementation of specific technical components.
  • Ensures that project implementation adheres to the appropriate global strategy and remains technically sound.
  • May serve as a departmental resource on procedural, administrative and operational issues.

Qualifications:

  • Master’s Degree or its International Equivalent - Knowledge/Information Services, Communications, Education, Environment, Health, Behavioral, Life/Social Sciences International Development, Human Development or Related Field.
  • 5-8 Years of relevant experience in management of large projects and/or programs.
  • Has ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
  • Proficient writing and verbal communication skills.
  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
  • Must be able to read, write and speak fluent English; fluent in host country language.
  • Experience in specialized technical/medical field of study.
