ABOUT WFP
The UN World Food Programme (WFP) is the United Nations frontline agency against world hunger. It is the largest and longest serving humanitarian agency in Uganda. Currently WFP focuses on three priority areas: Saving lives in Emergencies; Building Resilience through Predicatable Safety Nets; Improving Nutrition & Mother-and Child Health; and Supporting Small Holder Farmers to Access Markets. We are currently seeking experienced and creative applicants for the position of Logistics Assistant to join our team.
JOB PURPOSE
Under the overall supervision of the Logistics Officer and direct supervision of the Head of Field Office Arua; the incumbent will be responsible for day to day coordination of Extended Delivery Point (EDP) operations for food and non-food items; inspection of commodities as well as reporting in line with WFP rules and regulation. To implement well-defined standard logistics/supply chain processes and activities to enable effective delivery of goods and services for all delivery modalities.
KEY ACCOUNTABILITIES (not all-inclusive)
  1. Ensure accurate daily and weekly reports on food and NFIs are shared by the EDPs and ensure that internal control systems are functioning and that all relevant records are maintained;
  2. Report timely any anomaly encountered from/by transporters in the delivery of cargo from the CDPs to EDPs and finally to the FDPs.
  3. Ensure utilization of WFP documents for all warehouse transactions as per WFP rules and regulations (waybills, LTI, stock reports, loss reports etc.).
  4. Ensure daily and monthly reconciliation of stock reports with the commodity-tracking unit.
  5. Ensure Storekeepers in-charge are prompt in effecting segregation of damaged food consignments/stocks and these are stacked separately for immediate reconditioning/reconstitution.
  6. Conduct regular inspection of commodities under storage and report any anomaly.
  7. Conduct inventory and collate monthly inventory reports.
  8. Institute loss mitigation measures, loss analysis and reporting,
  9. Follow up spoilt food disposal authorizations, execution and ensure the documents are kept for audit purposes.
  10. Participate in training staff at EDPs on storage procedures and practices as necessary.
  11. Ensure that food and non-food items (NFI) are controlled and accounted for according to WFP warehouse procedures.
  12. Monitor and supervise the activities of storekeepers, tally clerks and casual labourers at the CDP.
  13. Provide support to logistics operations and activities, following standard processes and facilitating, directly or indirectly, the effective delivery of food assistance to beneficiaries.
  14. Support timely ordering and delivery of commodities and supplies to authorised partners and destinations.
  15. Respond to a variety of technical queries/requests for support, following standard processes, and obtaining guidance as required, to ensure timely and accurate resolution of all enquiries with a high standard of client service mind-set.
  16. Perform any other duties as deemed necessary.

FUNCTIONAL CAPABILITIES
  • Ability to implement operational warehouse procedures and normative guidance in order to manage WFP’s warehouse, handle inventory effectively through corporate systems, and ensure loss mitigation; training labourers on appropriate staking methods; identification of potential risks and taking remedial actions; coordination with transporters and accountability for commodities within the warehouse.
STANDARD MINIMUM QUALIFICATIONS
  1. A University Degree in either of the following fields: Accounts, Procurement & Logistics, Computer Science, Statistics or any other related field obtained from a recognized Institution;
  2. Or a Diploma in Accounts, Procurement & Logistics, Computer Science, Statistics or any other related field obtained from a recognized Institution, coupled with longer relevant working experience;
  3. At least four years relevant working experience in a relevant field gained from a reputable organization;
  4. Good command of both written & oral English is essential;
  5. Good working knowledge and experience with Microsoft Packages and other Networking Operating Systems. Working experience with Relational Database Management System, Oracle, & SQL would be an asset.
