Exact Job Location: Goz-Beida - Chad
Reports To: Director of Programmes (Ndjamena) (hierarchical line)
Responsible For: Research and documentation to support the Country strategy development exercise, report writing, development of case studies and communications content and contributing to the identification and subsequent facilitation of capacity development initiatives for Programme Managers and Deputy Programme Managers; especially in the areas of report writing and general documentation.
Liaises With: Country Director, Area Coordinator, Finance Manager, HR/Admin Manager, Logistics Coordinator, Base Manager, Programme Managers and Deputy PMs
Job Purpose:
To support Research and Documentation for the Country Strategic Planning exercise, to contribute to the general documentation and reports writing within Concern Chad Programme. To contribute and promote learning and sharing of lessons and to the identification of capacity development needs for Programme Managers and Deputy PM in relevant areas of report writing and documentation.
Main Duties & Responsibilities:
Reporting, Programme Development and Documentation
  • Assist in the Country Strategy Development process through research and documentation, the production of high quality donor and internal reports and in the identification and the delivery of initiatives for building the capacity of Programme Managers and Deputy Programme Managers in relevant areas (i.e donor report writing, documentation, case studies writing, etc.…)
  • Assist programme teams and partners in the production of high quality reports and simple proposals to donors in line and compatible with the donor formats and deadlines, as needed
  • Prepare and update as required, reporting schedules in coordination with the PD and Area Coordinator, to ensure that reporting requirements are met in a timely manner.
  • Work with the programme staff to produce good quality “in-house” case studies that demonstrate best practice in areas of Concern’s work and also address problems/constraints and critical issues. Ensures that the learning from these case studies is brought to bear in programme reviews, further programming and in strategic planning;
  • In consultation with the CD and Concern’s communications departments in Dublin/NY/London draft briefings and updates for newspapers, UN bulletins and websites, to showcase Concern’s work;
  • Support the development of processes and initiatives that contribute to a learning culture within Concern Chad; such as preparing a data base of CWW cases studies for wider sharing during staff meetings, within OCHA clusters and beyond. Conversely in bringing into CWW relevant information and learning from other actors within Sila and Chad and ensures that CWW Chad work is informed by wider experience, lessons learned and evolving best practice, ensuring that lines of communication are maintained;
  • Assist the PD and the Area Coordinator Goz Beida in assessing the relevant training needs for programme staff and contributing to conduct/organise appropriate training meetings in collaboration with relevant colleagues;
  • File both hard and electronic copies of all relevant documents, including versions of reports/proposals/etc. ‘as sent to donor’ and/or received from Dublin
General
  • Support emergency responses when required including assessments, planning and reporting
  • Represent Concern at relevant coordination meetings at local and national level as required
  • Contribute to all aspects of the Programme e.g. mainstreaming of equality, protection, and disaster risk reduction as needed
  • Collaborate on advocacy work through provision of sound, reliable and evidence-based information based on thorough research
  • Provide all necessary documentation support to the Senior Management Team (SMT) including visibility material and programme brochures which promote Concern’s work
  • Contribute to the development, review, and revisions of institutional and country programme strategies and policies, and assist SMT with research related to relevant donor, UN and government strategies, plans and progress reports, as requested and agreed
  • Take minutes in internal meetings
  • Any other tasks mutually agreed with the CD, the PD and/or the Area Coordinator
Other:
  • Actively participate in collective exercises such as preparation or updates of Preparing for Effective Emergency Response (PEER) plan, Security Management Plan (SMP) and other Concern initiatives.
  • Contribute to addressing equality issues, particularly relating to gender, by taking active measures within the operational areas of work under the post holder’s responsibility and actively help to improve equality in other aspects of the overall programme in the Sila region.
  • Ensure the highest standards of accountability through promoting good communication and information sharing within and outside the programme and enabling staff, beneficiaries and other stakeholder participation as appropriate and relevant.
  • As a member of the Complaint Response Mechanism, He or She will support the roll-out and implementation of the CHS commitments as outlines in the 2017 implementation plan
  • Be aware of, understand and comply with all of Concern’s policies and procedures (P4, finance, logistics, HR, security management etc.) and ensures staff within the base manager’s team also fully understand and comply with these key policies & procedures.
  • Undertake other related duties as may reasonably be required.
Representation & Learning
  • Attend & represent Concern Chad at national level meetings as required;
  • Assist CHS (Core Humanitarian Standard) focal point in rolling out the Accountability implementation plan.
PERSON SPECIFICATION
ESSENTIAL
Education, Qualifications & Experience Required:
  • Relevant University Level Degree in Humanitarian Assistance, Development Management or other relevant discipline
  • Demonstrated research and documentation skills
  • Previous experience overseas with an international NGO and with similar responsibilities
Special Skills, Aptitude or Personality Requirements:
  • Excellent English writing and communication skills with substantial previous experience of research, documentation and/or report writing
  • Fluency in French
  • Good knowledge of Programme Cycle Management
  • Understanding or knowledge of quality and accountability initiatives and standards
  • Ability to manage multiple job tasks
  • Ability to work on own initiative and as part of a multi-cultural and multi-disciplinary team
  • Devoted to and able to build staff capacity among other through on-the-job training
  • Ability to organise and prioritise workload, using initiative when appropriate
  • Ability to cope with stress, work under pressure often to strict deadlines
  • Self-motivated, progressive and proactive
DESIRABLE
Education, Qualifications & Experience Required:
  • Knowledge of Arabic
  • Experience of working in Africa (or elsewhere under similar conditions) would be an advantage.
  • Good knowledge of donors (e.g. DFID, Irish Aid, ECHO, EU, UN, OFDA, DEC)
    Any Other Special Requirements:
  • Good knowledge and competence of computer applications such as Microsoft Office
  • Good team player, flexible and capable of working with a multinational country team,
    politically and culturally sensitive.
