Senior Monitoring, Evaluation, and Learning Expert

• Measure - results measurement and evaluation
We work with a large variety of clients and partners including bilateral and multilateral donors, non-profits and private companies, in dozens of countries across six continents.
Our work: At MSA, our staff build results measurement systems for development programs, social enterprises and impact investors; research power dynamics and their influence on market behaviors; train client staff to think more systemically about the problems they seek to address; pitch MSA’s services to new potential clients; write thought pieces; and brainstorm new approaches to old problems. Regardless of task, our focus on disrupting the status quo demands critical engagement.
A major focus (approximately 80% effort) of this position is to support the Essor project in the Democratic Republic of Congo as its International M&E Specialist. Essor is a business enabling environment reform project focused on improving the business climate in the energy, finance, trade, and related sectors, as well as supporting good governance efforts. In that role, the position will involve:
• Management of Essor’s M&E System, including undertaking data collection and reporting
• Capacity building of project staff and partners to perform their M&E responsibilities
• Developing innovative methodologies to ascertain the impacts of Essor’s activities on its desired impacts
Requirements:
• Five to ten years of experience working on implementing monitoring systems (including conducting quantitative, qualitative and participatory research; developing results chains or theories of change; developing logframes and other performance management tools)
• Advanced professional proficiency (written and verbal) in French and English. The candidate must be able to write at a professional level in French.
• Excellent interpersonal skills
• Comfort with very frequent travel (~50-60%) to the Democratic Republic of Congo
Other Desired Characteristics:
• Preference for experience with M&E of projects designed to improve the business enabling environment
• Graduate degree
• Experience applying the DCED Standard for Results Measurement
• Advanced computer literacy, including strong Excel and PowerPoint skills.
• Ability to work well with teams and individually
• Detail oriented
Other Information:
This is a salaried, full-time position reporting to a Principal Consultant. We are flexible on location, though with a preference for candidates willing to be based in Denver, Colorado.
