OVERVIEW OF THE POSITION
Somalia is undergoing a historic process of change, moving towards peace from decades of violent conflict, which ravaged the country and resulted in widespread suffering of its people. The Provisional Constitution of the Somali Republic was agreed and endorsed on 1 August 2012. The 275 Members of the House of the People were subsequently selected by a group of 135 clan elders through August and September 2012 and resulted in a parliament widely recognized as representative and credible. Our client through its Parliamentary Support Projects provides technical assistance to increase the capacity of the National Federal Parliament in terms of human resources, equipment, and physical infrastructure. As part of this support the project intends to assist the NFP to upgrade its ICT infrastructure. In order to assess what kind of investment is necessary and cost effective the Project plans to recruit a consultant or a specialized company to provide an ICT needs assessment.
Objectives of Assignment
The overall objective of the assignment is to undertake an ICT assessment of parliamentary precinct to assess the level of ICT services (in terms of software, and hardware) available in the NFP to determine where the actual gaps are at the National Federal Parliament and to recommend where to channel assistance. The Consultant will ensure that the entire functions outlined in Section IV of this ToR are satisfactorily carried out.
GENERAL FUNCTIONS
The ICT services and hardware available in the NFP need to be assessed and recommendations applied to ensure full and functional access to the internet to all MP’s and staff members. Additionally, it has been identified that there is a need to review the current status of security and authentication of the NFP website, as well as to support the e-library services.
In line with these requirements, the Consultant should undertake an ICT assessment of parliamentary precinct to determine where the actual gaps are at the National Federal Parliament and likewise recommend where to channel assistance. Specifically, the Consultant(s) would:
§ Conduct – in cooperation with the NFP Secretariat - a needs assessment of what are the NFP ICT needs (number of users, amount of expected traffic etc.]
§ Assess the level and condition of existing ICT equipment such as computers, photocopiers, heavy-duty printers, servers, wireless devices.
§ Assess installation of a VCT system compatible with the clients system.
§ Provide a network diagram of existing network infrastructure.
§ Assess the status of protection and maintenance of existing ICT equipment and facilities.
§ Test the parliament website for potential vulnerabilities and/or threats.
§ Assess the content, security, management and public accessibility of the NFP website against typical parliamentary websites and versus the Inter-Parliamentary Union provided “guidelines for Parliamentary websites”.
§ Determine the level of ICT supports available for Committees and secretariat staff.
§ Determine the current backup storage system in place.
§ Suggest hardware and software to be purchased including a budget estimate.
§ Discuss with the NFP a two-phase action plan to upgrade its ICT capacity (phase one Sept – Dec 2015, phase two: Jan-Dec 2016).
Deliverables
§ Comprehensive ICT needs assessment report.
§ ICT investment plan which includes detailed specifications and estimations of required hardware and software.
§ Depreciation and maintenance schedules of ICT equipment and facilities (existing & new equipment).
§ Action plan for ICT upgrading produced [phase one: Sept-Dec 2015 (max USD 85,0000 – phase two; Jan-Dec 2016 – remaining needs].
§ Establish an ICT Training plan for NFO staff
ESSENTIAL EXPERIENCE
Education:
§ Master’s Degree in Computer Science or equivalent with bachelor (six years’ experience)
§ Excellent knowledge in web vulnerability assessment/penetration testing.
§ Knowledge in Linux Operating Systems (e.g. backtrack) is an extra advantage.
Work Experience:
§ 4-10 years of related practical experience.
§ Experience in web application analysis.
§ Experience in both server and client-side vulnerability assessment.
§ Experience in parliamentary e-libraries is an added advantage.

Languages: Fluent in written and spoken English and Somali.
Other Information:The Consultant will need his or her own laptop and to be fully ensured including for medical evacuation
