Norwegian People’s Aid is a humanitarian organisation rooted in the Norwegian Labour Movement. Norwegian People’s Aid (NPA) aims to improve people’s living conditions and to create a more just society, undertaking practical supportive work and political advocacy. Through the Civil Society Development Programme (CSDP) our objective is to support the development of a dynamic and vocal civil society in South Sudan. NPA’s cooperation with partner organisations shall be based on mutual respect and equality. Based on practical solidarity work, NPA will be a courageous organisation that shows solidarity with organisations and groups that defend their legitimate rights.
South Sudan is the world’s newest state after independence in 2011. As such the country is in a defining, although troubled, situation. A strong and vibrant civil society will be crucial for the development of the new country.
The main components of the programme are:
- Rights of freedom of expression and independent media
- Women’s rights
- Youth’s democratic rights
- Land and resource rights
- Rights of association and good governance
We are looking for an experienced leader with a good understanding of civil society’s role. The candidate must have strong management skills.
Responsibilities:
The Programme Manager (PM) is responsible for the overall development, financing and reporting of the Civil Society Development Programme. The PM will report to the Country Director (CD), and to the International Programme Department in Oslo.
The general responsibilities of the PM include:
- Plan, manage and implement the programme and projects in South Sudan in line with NPA’s overall strategies, plans, policies and regulations, and in coordination with programme staff, the CD and NPA Head Office
- Manage staff and secure adequate capacity building of employees in the programme, in close consultation with CD and NPA Head Office
- Ensure appropriate use of funds as well as search for new funding sources
- Manage institutional and programme related relations with key stakeholders
- Ensure good standard monitoring and evaluation of changes and reporting of achievements
- Ensure adequate procedures for partner relations’ management, project management and follow-up, and integration of financial management
- Provide necessary capacity building of partners and oversee and guide the coordination of technical and financial assistance to partner organizations
- Contribute to the overall internal controls of NPA South Sudan and ensure that findings in audit reports are corrected and lessons learned
- Ensure adequate risk management in the programme
- Be part of the senior management team for NPA South Sudan, taking responsibility for overall development of NPA South Sudan and synergies with other programmes
- Other duties as assigned by line management
Required qualifications:
- Relevant advanced university degree
- At least 3 years’ experience, and demonstrated success at senior level management in an international NGO
- Previous international work experience
- Previous experience of, and manifest interest in civil society engagement
- Demonstrated success in projects designing, implementation, monitoring, evaluation and reporting
- Proven skills in budgeting, finance development and risk management
- Strong presentation skills
- Good writing skills and proficiency in English language
- Good computer skills
The following qualifications are desirable and will be an advantage, but are not requirements:
- Norwegian- or other Scandinavian language skills, both written and verbally
- Knowledge and understanding of Norwegian/Scandinavian politics, aid-policies and donors

- Excellent interpersonal skills and ability to work in a multi-cultural/multi-national setting
