OVERVIEW OF THE POSITION
The Provisional Constitution of the Federal Republic of Somalia, adopted in August 2012, provides for the conduct of
elections by September 2016. Elaboration of an electoral legal framework, conduct of Constitutional referendum and
elections are key priorities outlined in the New Deal Compact.
The foundation of the Consultative Process for 2016 is a framework jointly agreed by the FGS and the Federal Parliament on 28 July 2015, and subsequently shared with international partners at the High Level Partnership Forum
(HLPF) held in Mogadishu on 29-30 July 2015. The key points of the framework are: A) that one-person, one-vote is impossible in 2016 due to a confluence of factors. B) The President, Executive, Parliament, regional administrations and civil society will seek a comprehensive consultative process that will produce possible options for 2016. C) The results of the Consultative Process, in the form of an agreed national electoral process in 2016, will be presented before the end of 2015.
The Consultative Process for 2016 is aimed at identifying electoral options for Somalia at the end of the constitutional
mandate of the Federal Government of Somalia (FGS) in August 2016. It is based on comprehensive consultations
among the FGS, the Federal Parliament, regional states and civil society.
A Consultative Forum for political dialogue will be formed among the national and regional decision-makers for the
purpose of reaching a workable consensus on the most appropriate 2016 electoral model. This forum will include the
executive and legislative branches of the FGS, regional states and civil society.
The outcome will be an agreed and implementable electoral option for 2016. The document shall be presented at
the next High Level Partnership Forum, anticipated for early 2016.
The national process will incorporate a series of structured consultations aimed at including all segments of the
Somali society, and consisting of the following steps:
§ The Consultative Forum will identify and validate a facilitation guide in an inclusive and transparent manner. This facilitation guide will contain the Guiding Principles and will briefly describe each electoral option, benefits, tradeoffs, and the underlying values on which they are based. The architecture of the Consultative Forum may encompass a number of interlinked structures, including a)Task Force; b) Secretariat; c) Plenary.
§ Regional consultations. Participants in these forums will include members of the regions' Parliaments, elders, civil society, community and political leaders, prominent business leaders, women, youth and minority representatives.
§ A civic engagement campaign will be launched that, through a civic dialogue process, will inform and engage citizens in conversations on the considered electoral options, and the ongoing process of democratization, peace- and state-building.
§ A national consultative forum will be held in Mogadishu which the feedback received from the regional deliberative forums as well as input gathered from civic dialogues and online platforms will be presented. Participants, based on feedback collected, will review each of the options and reach conclusions about the relative benefits and tradeoffs of each. These conclusions will be compiled and presented to the Consultative Forum responsible for deciding on the electoral option most appropriate for 2016.
§ The Consultative Forum will come together to reach a negotiated agreement after careful consideration of all inputs. The Forum will make the decision known and provide a rationale for the decision made.
Objectives of Assignment
Under the overall guidance of the Director, Political and Mediation Group (PAMG), Senior Advisor for the Consultative Process will carry out the tasks outlined below.
The Senior Advisor for the Consultative Process will ensure that all advice provided is in line with humanitarian policies on electoral assistance and with humanitarian Security Council resolution 2232 (July 2015). When in doubt, the expert will consult with the Director of the Political and Mediation Group (PAMG).
GENERAL FUNCTIONS
Under the overall guidance of the Director of the Political and Mediation Group and in line with the humanitarian policies on electoral assistance and the humanitarian Security Council resolution 2232 (July 2015), the Senior Adviser for the Consultative Process will provide technical and strategic advice, ensure liaison, general coordination and facilitation for the establishment of the Consultative Forum’s architecture and for the holding of regional consultations and of the national forum (as mentioned above) with the purpose of reaching a workable consensus on the most appropriate 2016 electoral model.
Namely, the Senior Adviser for the Consultative Process will:
§ Provide technical and strategic advice on the structure, mandate and resources required for the Consultative Forum, in line with the agreed Consultative Process Framework and Principles (Action Plan), in order to ensure that the Consultative Process is transparent, Somali-owned and result-oriented. If requested, provide comparative experiences that could be adapted to the unique Somali context. Sustainability, inclusivity and cost-effectiveness should be considered when advice is provided.
§ Ensure liaison and facilitate dialogue between relevant Somali actors at national and regional levels during all and any phase of the Consultative Process: a) political dialogue among the leadership at the federal and regional levels 2) transparent and systematic consultation process to gather input from the regions, and 3) a civic dialogue implemented more broadly at the local level. Dialogue among stakeholders should be inclusive and should support consensus building on all aspects.
§ Perform a coordination role as well as provide guidance and technical expertise, as required, in order to ensure that the expected outcomes/products (including Facilitation Guide with guiding principles and electoral options) are delivered in a timely fashion by the responsible bodies, in line with the agreed Action Plan.
§ Assist the Consultative Forum in narrowing down the electoral options process and in ensuring that inputs from both the regional-level consultations and civic dialogues are captured.
§ Provide ad hoc advice to our clients in Somalia in the context of their engagements with Somali officials in relation with the establishment of the Consultative Forum architecture and to the implementation of each and all phase of the Electoral Consultative Process.
§ Perform any other additional task as required.
Review/Approval time
Achievement of Deliverables will be approved by the Deputy Chief Electoral Adviser, humanitarian Integrated Electoral Support Group in consultation with the Director of the Political and Mediation Group, before payments are made.
ESSENTIAL EXPERIENCE
Academic Qualifications:
§ Master’s Degree in International Affairs, Public Policy, Public Administration, Communication, Social Studies Conflict Resolution or related field.
Years of experience:
§ 12 years of executive, management and advisory experience working with international organizations and governments.
§ Extensive experience in post-conflict and crises settings, with dynamically changing conditions on the ground.
§ Strong knowledge of legal and organizational frameworks for political and electoral processes.
§ In-depth understanding of and ability to advise on political and electoral processes.
§ Outstanding negotiation and conflict management skills.
Language requirements:
§ Fluent in written and spoken English and Somali.
