BACKGROUND
Msafara – Caravan of Aspiration is an extraordinary journey across Africa aiming to discover young leaders and inspire tens of thousands of brilliant innovative ideas across the continent. Inspiring events will be coupled with on-and-off-line peer-to-peer mentorship and group seed-funding enabling the aspiring youth to put their talent to use. Msafara currently plans to pilot these activities in Kenya and Tanzania.
This ambitious project will provide the largest ever sustainable talent realizing platform, where peer to peer African leadership/mentorship can take place. In short, this project seeks to unlock Africa’s youth and inspire a continent. In fact, this project seeks to inspire an entire generation in Agriculture, Environment, Science, Business, Sports, Governance and Arts. To realize our dream we picture a road show from Cape Town to Cairo, from Dakar to Dar Es Salaam. The Caravan (Msafara in Ki-Swahili) - that age-old way of African travel - would stop in capitals and rural hotspots throughout the continent to deliver inspiration-orientated events.
OBJECTIVE
The objectives of the assignment detailed in these Terms of Reference are to produce inspirational video clips that will be used to motivate young people to activate their aspirations. The clips will be used to highlight inspirational stories of young people who have achievements in the various sectors targeted that would be motivation to their peers. The pilot phase of this project will include young people from Kenya and Tanzania.
TASK METHODOLOGY
The following tasks will be undertaken to achieve the objectives of this assignment:
Task 1: Prepare an inception meeting report and work plan
The consultant will hold an inception meeting with the Msafara team to (i) review and discuss the process for conducting the assignment, (ii) determine roles and responsibilities (iii) identify preliminary background information related to the assignment (iv) finalize a draft work plan and timetable. The final work plan and an inception report will be prepared by the Consultant within one week of the meeting, and submitted for review, feedback and approval. The work plan will guide this assignment to facilitate timely completion of all tasks and satisfactory end results.
Task 2: Develop a script/storyboard for the inspirational video interviews
The consultant will develop a script that will guide the flow of the videos to ensure there is a similar layout for all the videos that are developed. The script will be developed in consultation with the project team. The script should highlight the backgrounds of the speakers, the challenges faced and how they responded to the challenges to their current situations.
Task 3: Conduct interviews with selected speakers
The consultant will interview the selected speakers as per the script and produce a short (3 minutes) version of the interview and a longer (10-15 minutes) video that will be approved by the project team. The videos shall be availed in a high quality format and a format that can be used in social media platforms and on a YouTube channel.
Task 4: Provide coverage of events
The consultant will also cover the inspirational events to be held as part of the project. A total of 6 events will be held in Kenya and Tanzania (3 per country). The consultant will then be required to edit a short coverage of each of the events (15 minutes) and a longer version (60 minutes). The videos shall be availed in a high quality format and a format that can be used in social media platforms and on a YouTube channel.
Task 5: Promotion Video and Pilot Project Summary Video
The consultant will develop a promotional video to highlight the project features that will be used to generate interest in the project among the young people. The consultant will also develop a summary video at the end of the project that will highlight the main features and successes of the pilot project activities.
TARGET AUDIENCE
  1. Core project beneficiaries: The main target audience is young people aged 15-24. The videos will be essential in capturing their attention and getting participation and interest in the project.
  2. Development partners: Donors, CSOs and other partners working in the youth sector. The videos will be used to generate interest and get more partners to support and participate in the project.
  3. General public: To raise awareness on Msafara and get people talking on Msafara.
COPYRIGHTS
Copyrights for all materials, content and output associated with this project will be fully reserved by Oxfam – Pan Africa Programme.
DELIVERABLES
  1. Inception meeting report and workplan including a detailed timeline for the filming process
  2. Draft script for review with project team
  3. Final script with interview questions
  4. Short video and long video versions for the speakers
  5. Event videos
  6. Promotional video and project summary videos
  7. The master footage and interviews in DVD
  8. After production support in ensuring high viewership of the videos
TIMELINE
We intend to have the task done IMMEDIATELY (in October 2015) hence applicants are highly encouraged to confirm immediate availability in their applications. Actual timeline will be developed after discussion with the selected consultant. Sufficient time will be allocated to ensure content is relevant and brings about the desired results.
QUALIFICATIONS
1) The individual or consultant firm should have extensive experience in producing high quality campaign/promotion videos
2) Extensive understanding of youth issues or working with young people
3) Technical capacity to run a smooth production (own equipment, production studio and team)
4) Ability/willingness to work in difficult or unpredictable circumstances
5) Creative and innovative with an eye for detail
6) Ability to meet deadlines
7) Good organizational skills
8) The consultant should have a reach or capacity in the targeted countries of Kenya and Tanzania to cover possible concurrent activities in the two pilot countries.
