PROJECT BACKGROUND
Since 2012, CRS Sierra Leone in line with the Government of Sierra Leone’s commitment to support basic education for all, has been implementing the Food for Education (FFE) program - ”All Pikin for Learn”. Funded by the United States Department of Agriculture (USDA); “All Pikin for Learn” is an integrated education program -with school feeding as a major component- designed to improve the quality and relevance of education, encourage complete cycle of primary education for vulnerable and marginalized children, especially girls; and increase community involvement in education.
The three-year program implemented in five vulnerable chiefdoms of Koinadugu District namely; Sulima, Mongo, Neini, Neya and Dembelia Sinkunia started in October 2012 and is benefitting nearly 30,000 pupils in 192 primary schools. The program is implemented in partnership with the Ministry of Education, Science and Technology together with local and international partners.
CRS is poised to receive additional funding for three more years of implementation starting November 2015 and is seeking a Deputy Chief of Party (DCOP) to be based in the Koinadugu district headquarter town of Kabala in the north of Sierra Leone.
JOB SUMMARY
The DCOP will support the Chief of Party (COP) in the overall management of the “All Pikin for Learn” program. He will also be directly responsible for providing oversight of Commodity Management and staffs in that department.
**
SPECIFIC RESPONSIBILITIES**
Commodity Accountability & Reporting
  1. Ensure that efficient structures and systems are in place to assure accountability of FFE food commodities.
  2. Manage the protocol surrounding the acquisition and use of waybills including the approval of all waybills written for the movement of food
  3. Supervise the preparation of accurate quarterly Commodity Status Reports, Recipient Status Reports and Loss Status Reports for submission to USDA through CRS.
  4. Supervisee the preparation of timely and accurate DMCR’s on behalf of the project.
  5. Review all Monitoring Reports on food distributions including regular warehouse inventories of warehouses.
  6. Make periodic visits to the Field to inspect school food stores and witness commodity issued to school kitchens and other logistics to ensure compliance with accepted procedures and principles.
Commodity Management
  1. Periodically review CRS’ commodity management, warehousing, transport and handling arrangements to assure compliance with USG Regulations.
  2. Ensure that adequate control and risk mitigation measures are in place at each stage of the supply chain of commodities.
  3. Oversee the analysis of commodity losses, consolidation of Damaged and Missing Commodity Reports (DMCR’s)
  4. Ensure that unfit commodities all project warehouses are certificated and disposed of in accordance with Regulation 11.
  5. Support the MEAL Coordinator, the Commodity Supply Chain Management and Field Staff in the roll out and use of Field Based Technology for the capture and analysis of food and other data in the field.
Commodity Staff Management and Capacity Building:
  1. Supervise and mentor team of one Commodity Supply Chain Manager, one Commodity Supply Chain Coordinator, 2 Commodity Supply Chain Assistants and one Stores Clerk
  2. Conduct performance appraisals and regular coaching sessions to improve performance of supervisees
  3. Supervise the activities of the Commodity Supply Chain Manager and all other commodity management staff.
  4. Ensure CRS commodity staffs have adequate knowledge to manage commodity as per USDA regulations.
  5. Arrange training program commodity staff in end use monitoring, warehouse management/record maintenance and report preparation.
Contract Management
  1. Oversee all aspects of contracts management related to food commodity importation, handling, storage, and transportation from the port of Freetown to each of the 192 schools in the program area. for the
  2. Ensure that competitive contract prices are secured for the following:
  3. Primary and secondary warehouses
  4. Transportation from Freetown to Kabala and from Kabala to the school locations
  5. Surveyor
  6. Fumigation
  7. Clearing and Forwarding
Record Retention and Audit
  1. Ensure compliance with agency record retention policies.
  2. Ensure the maintenance of a record retention system, including hard copy and electronic filing systems.
  3. Ensure country program is prepared for audits and auditors.
  4. Ensure any audit findings are closed within a reasonable period and the cause of the finding has been effectively corrected.
Representation
  1. Serve as the primary representative of CRS/SL in relevant commodity related meetings.
  2. Maintain effective working relationships with NGOs, WFP, and other food pipeline agencies.

QUALIFICATIONS & EXPERIENCE
  1. Masters degree in Social Sciences, Economics, Business Administration, Logistics Management or equivalent experience.
  2. At least 5 years experience in Administration, Commodity Management, and Logistics
  3. Three years’ experience in Title II commodities management as a Senior Manager. Experience and skill in the
  4. Experience with Food Aid programs especially Title II, with an in-depth knowledge of USAID Regulation 11 and 26, with OMB Circulars, A-122 and A-133, CRS Commodity Management Manual, and GACAP.
  5. Supervision experience required
  6. Excellent writing and communication skills.
  7. Demonstrated ability to work in multidisciplinary teams and independently to meet strict deadlines.
  8. Willingness to live in and travel to remote parts of the country with basic amenities.
  9. Excellent knowledge of computer word-processing and spreadsheet programs and in Foodlog+
