Background
The cluster approach has been introduced as a part of “humanitarian reform” aimed at improving the effectiveness of humanitarian response by ensuring greater predictability and accountability, while at the same time strengthening partnerships between NGOs, international organizations, the International Red Cross and Red Crescent Movement and UN agencies. The other, complementary elements of the reform are: strengthening the humanitarian coordinator (HC) system; and improving humanitarian financing. The Health Cluster is indeed, a partnership that strives to demonstrate optimized cluster performance and health outcomes through timely, effective, complementary and coordinated action preparing for, responding to, and recovering from crises. The Health Cluster abides by the following Guiding Principles that serve as the foundation for achieving its Strategic Objectives i) Commitment and voluntary cooperation; ii) partnership; iii) community participation and accountability to affected populations; iv) support national authorities' coordination efforts, priorities and building capacities; v) Adherence to humanitarian principles. At country level, the Health Cluster provides a framework for effective partnerships among international and national humanitarian health actors, civil society and other stakeholders, and ensures that international health responses are appropriately aligned with national structures. Participating organizations in the health cluster work together in partnership to harmonize efforts and use available resources efficiently within the framework of agreed objectives, priorities and strategies, for the benefit of the affected population(s), this includes avoiding gaps and/or overlap in the international humanitarian health response and resources.
GOAL in support of the health cluster will now second an experienced information officer to WHO for deployment as a health cluster data manager. The role will be roving with a minmum of 2 deployments of 6-12 weeks each per year to countries that have been declared UN level 3 emergencies. When the position holder is not being deployed he/she will support WHO in implementing their global health cluster action plan in terms of data management etc.
Key Responsibilities:
- Collect data on healthcare service delivery from Health Cluster partners, directorate of health and ensure that the data reporting is received and stored in a timely manner.
- Ensure close collaboration with the MOH, OCHA, IOM and other cluster partners, to receive first hand data on population, population movement and other data of relevance to the Health Cluster
- Work closely with the public health officer responsible for the WHO Focal Points to standardize, store and report the data received from the different locations.
- Performs validation and quality assurance checks on data sets received
- Assist in gathering the data for the indicators proposed by the Health Cluster and feed them into the central database on a regular basis
- Develops meta-data for key data sets (needs assessment) in coordination with the respective partners.
- Gathering and maintain the data of 4Ws (Who is doing what, where and when) sheet and the distribution list of the health cluster agencies
- Develops maps, reports charts as required by the Information Management Officer
- Attend the Health Cluster and Information Management Group meetings
- Ensure that the Health Cluster folder of the dropbox/share point is up and running in an acceptable manner
- Ensure the maintenance of the Health Cluster page within the humanitarian response websitewww.humanitarianresponse.info
- Any other duties that may be assigned by senior management as required.Qualifications
Essential: Public health in health information management preferably at an advanced level, in a subject area relevant to information management. Experience: 6-10 years progressively responsible humanitarian work experience with UN and/or NGO, including information management in the first phase of a major emergency response relevant to the cluster. Extensive work experience outside the humanitarian sector which is relevant to this post may be considered as a replacement for humanitarian experience.
Skills
- Proficient in data analysis of quality and clinical resources appropriate to the clinical setting including database management, coding compliance using coding or payment systems to ensure cost-effectiveness of services rendered.
- Training in performance improvement processes to ensure quality data is generating consistent, timely information.
- Ability to interact in a large team, collaborate, share knowledge, communicate clearly
- Excellent writing skillsLanguages:
- Essential: Excellent knowledge of written and spoken English.
- Desirable: Working knowledge of a second international/UN and/or local language
