CARE is seeking a talented Grants and Contracts Manager who will play a significant role in donor compliance oversight and assurance with CARE's restricted donors including institutional donors such as United States Grant (USG), European Union (EU), Global Fund, Private corporations, foundations and other major gift donors. The Manager will support pre-award proposal development efforts, set-up, and post-award monitoring of grants and contracts. In addition, the Manager will provide advice and interpretation of donor rules and regulations pertaining to CARE program implementation, guide and develop risk management strategies for managing agreements/sub agreements portfolios, review new agreements and support award negotiations, agreement/sub agreement monitoring and compliance oversight.
Primary Responsibilities:
- In consultation with Donor Compliance Assurance Unit (DCAU) Grants and Contracts Specialists, provide knowledge expertise, guidance and technical support for donor rules and regulations to CO and RMU teams by maintaining current, up-to-date knowledge and understanding of donor regulatory, statutory and administrative requirements
- Ensure appropriate engagement, management, monitoring and compliance of awards and sub-awards including coordination and facilitation of pre-award to post-award transition, implementation and close out
- In consultation with DCAU Specialists, CI members, and Global Operations staff develop and implement staff and partner training and other capacity building, and initiatives related to award and sub-award management
- De velop guidance, manuals, templates and quality management processes for implementation and monitoring donor agreements and sub agreements
- Perform other duties as assignedPrimary Skills:
- Master's degree in Business Administration, Management, Finance, or equivalent work experience
- At least five (5) years demonstrating knowledge of international non-profit grants and contracts management and compliance practices working with and interpreting applicable donor rules and regulations
- Demonstrated experience with managing USG, EU or Global Fund awards and sub awards in an international development or humanitarian context
- Demonstrated experience with contracts and grants training delivery and facilitation
- Knowledge of compliance requirements, accounting, budgeting and procurement operations of at least one of the following institutional donors: United States Agency for Intl. Development (USAID), Centers for Disease Control (CDC), EU/ Equipment for Charity Hospitals Overseas (ECHO), Global Fund, and other international aid institutional donors
- Excellent English written and oral communications skills
- Computer skills including Microsoft Office including advanced Excel, Access, and internet research
- Training/Facilitation skills with emphasis on adult learning and change management
- At least 5 years of experience working in an operational position in a developing country context
