The goal of the Solutions for Peace and Recovery (SPR) program, to be implemented in eastern DRC, is to increase social cohesion through inclusion of women and marginalized groups. SPR will also provide USAID/DRC with the ability to respond to dynamic, time-sensitive, and/or unique opportunities to reinforce peace, prevent or assist in the recovery from conflict in areas that are strategically important to the stability of eastern DRC.
Position Summary:
MSI is seeking applications from highly qualified Chief of Party (COP) candidates with expertise in civil society, capacity-building, conflict mitigation, and gender activities. The COP will be responsible for providing overall leadership management of the entire program, as well as administrative, financial and technical oversight. S/he will be responsible for ensuring the completion of all tasks and objectives designated by USAID.
Responsibilities:
- Oversee all technical and managerial components of the project, including the management of local staff.
- Coordinate with other international donor-funded activities, such as the USAID Monitoring, Evaluation and Coordination Contract (MECC), the World Bank's Eastern Recovery Project, and UNDP projet d'accélération de la gouvernance locale et développement participative et durable.
- Serve as principal contact with USAID, the government of DRC, counterparts and non-governmental stakeholders on program communications and technical implementation activities.
- Ensure complementarity with and enhancement of the rest of the USAID/DRC portfolio.
- Responsibility for final delivery of all project results to USAID on time and on budget.
Qualifications:
- Master's degree in international development or relevant field.
- 8-10 years of experience leading the implementation and management of large international development projects.
- Experience in DRC or Great Lakes region of Africa and post conflict environments preferred.
- Experience initiating and managing a participatory process of technical input and implementation involving multiple stakeholders.
- Institutional strengthening and capacity building experience related to conflict analysis, prevention, management, and mitigation;
- Familiarity with USAID rules and regulations (ADS, FAR).
- Demonstrated work with international donors, such as UN forces, etc. in conflict areas.
- Strong leadership and communication skills and ability to manage and be flexible in difficult and challenging circumstances; prior CoP, DCOP or project manager experience preferred.
- Track record of providing deliverables on time and within budget.
- French and English fluency required, Swahili highly desirable though not required.
