Deputy Infrastructure Manager

Position Title: Deputy Infrastructure Manager
Reports to: Head of Infrastructure
Location: Liberia (Maryland County)

Partners In Health (PIH) is an international health organization relentlessly committed to improving the health of the poor and marginalized. PIH partners with local governments to build local capacity and works closely with impoverished communities to deliver high-quality health care, address the root causes of illness, train providers, advance research, and advocate for global policy change.
PIH currently has implementation programs in Haiti, Rwanda, Lesotho, Liberia, Malawi, Peru, Mexico, Russia, Sierra Leone and Navajo Nation. Through our partnership with Harvard Medical School and the Brigham and Women’s Hospital, we support a wide range of programs in dozens of other countries around the world.
General Responsibilities:
As Deputy Infrastructure Manager, you will work closely with the Head of Infrastructure in the administration and management of the Infrastructure team, which includes the operations and activities of four teams: Supply Chain, Maintenance, Clinical Infrastructure, and Special Projects.
Specific Responsibilities:
  • Oversees the Infrastructure team, including the administration and implementation of capital improvement projects, maintenance activities and supply chain deliveries.
  • Participates in mid management level decision making and advises the Head of Infrastructure on matters pertaining to the Infrastructure Team.
  • Manages, directs, and evaluates staff; reviews and evaluates employee concerns and problems; provides assigned staff with ongoing guidance, direction, and feedback to ensure a productive, professional, and motivated workgroup; and ensures continual development of staff and adherence to the strategic plan, budgets and capital improvement projects.
  • Implements systems to improve operational efficiency and internal quality of service
  • Acts on behalf of the Head of Infrastructure when he/she is out of the county.
  • Develops and leads PIH project team including: scheduling, and supervision.
  • Works with the Head of Infrastructure to set annual goals for the program and to define and implement policies and procedures.
Qualifications:
  • Bachelors degree in an architectural or engineering field.
  • At least 5 years in construction preferably leading a team of building consultants.
  • High comfort level in working within a self-directed culture and navigating ambiguity.
  • Openness to critique from other disciplines and curiosity to learn from a spectrum of perspectives
  • Thorough knowledge of sound construction procedures and standards.
  • A passion for improving peoples lives through design.
  • Staff, contractor and/or subcontractor management.
  • Strong communication, problem solving, organizational and project management skills.
  • Prior experience working in Africa and in resource poor settings preferred.
  • Ability to live in West Africa full-time.
