Function:
The Emerging Security Challenges (ESC) Division of the International Staff (IS) provides a structured NATO approach to the management of the security challenges of the early 21st century. These include terrorism; the proliferation of weapons of mass destruction and their delivery means; and cyber risks. The Division also plays a role in increasing awareness of the Alliance’s strategic and economic environment through the timely delivery of analytical products and assessments to NATO’s senior leadership.
The Economics and Security Assessments Unit (ESA) consists of a small, specialised staff within ESC, responsible for enhancing understanding and improving analysis of the relationship between economics and security. As part of ESA, the incumbent will be responsible for monitoring and analysing economic trends and developments in the Alliance, as well as worldwide, and their impact on the global distribution of economic and military power, as well as on the Alliance’s overall deterrence and defence posture. These duties will include preparation of tailored products for the Secretary General, as well as comprehensive assessments for circulation to the Allies.
Profile:
The incumbent must:
- possess a university degree or equivalent from an academic institution of recognised standing, in the field of economics or related studies;
- have at least five years' recent professional experience in the field of economic analysis and in the conduct of assessments of economic performance and outlook, in a government department, an International Organisation, or a reputed think-tank, non-governmental body or academic institution;
- have a deep understanding of regional and global economic patterns and developments and how they could affect judgments and decision-making in the allocation of resources;
- have a good knowledge of statistical/econometric techniques, and of at least one sub-field of economics, such as industrial economics, international economics, defence economics; or public economics;
- have experience in the application of statistics and IT-based documentation and graphical display of facts and figures;
- possess the following minimum levels of NATO’s official languages (English/French): V (“Advanced”) in one; II (“Elementary”) in the other;
- be able to draft clearly and rapidly in one of the official languages of the Organization;
- be available to travel and work unsocial hours, as required.
The following would be considered an advantage:
- previous work experience in an International Organisation;
- a post-graduate degree;
- a record of publications.
