Liaises With: Area Coordinator, Base Manager Health & Nutrition Coordinator, Programme Managers, Emergency Nutritionists, Country Financial Controller
Job Purpose: To manage the emergency response programme in Northern Bahr el Ghazal (NBEG), providing technical guidance and supportive supervision to field staff to enhance effective implementation.
Main Duties & Responsibilities:
Programme Management:
· Provide management support to the Area Coordinator to ensure effective implementation and monitoring of emergency programme activities.
· Ensure appropriate staffing levels are in place for the emergency programme with relevant training / induction and agreed programme planning activities (recruitment schedule, procurement plan, etc).
· Provide technical support and supervision to staff implementing nutrition and General Food Distribution activities in Aweil West and Aweil North Counties and ensure programme objectives are successfully achieved.
· Ensure the training needs of newly recruited nutrition staff are assessed and a training programme is developed and conducted to meet those needs. Ensure nutrition training is carried out for MOH counterparts implementing nutrition programmes, focusing on all aspects of community-based management of acute malnutrition (CMAM), IYCF, behaviour change communication.
· Ensure the establishment and strengthening of nutrition monitoring activities and train field staff (CWW and MOH) in case detection and referral mechanisms.
· Ensure all activities are conducted timely, cost and quality effective and that the implementation of emergency nutrition programmes conform to internationally accepted standards and country guidelines.
· Monitor programme impact and ensure that programme data is valid and relevant, and used to report both internally and to donors.
· Prepare monthly technical reports to the Programme Director and provide technical input into donor reports according to donor requirements and Concern Worldwide procedures.
· Support the team in preparation of quarterly and monthly work plan and cash forecast that identify
· Provide Coordination and Liaise, with the Ministry of Health and other agencies (UNICEF, WHO, and WFP) to ensure appropriate provision of service and use of resources
· Assist the Programme Director in expanding Concern Worldwide’s portfolio in NBeG this will include opportunities to pursue new sources of donor funding to sustain identified programme and support activities
· Participate in drafting and editing donor proposals.
Human Resources
· Support the recruitment and selection of qualified programme field staff, make recommendations on staff development in consultation with supervisors, Health and Nutrition Coordinator and the Programme Director
· Make frequent site visits to facilities to ensure that appropriate care for beneficiaries Nutrition centres and training of beneficiaries at community level are being conducted and to offer support to field staff
· Maintain open lines of communications with Programme Managers, Health and Nutrition and all field staff
Working Relationships
· Maintain frequent communication with Programme Director to ensure programme activities, objectives and approaches are communicated to staff
· Work with Health and Nutrition Coordinator, Programme Managers, Base manager, procurement and Logistics to ensure the coordination of emergency programmes runs smoothly.
· Attend coordination meetings which are relevant to the emergency programme activities.
· Represent CWW at task force meetings, assessment missions, coordination meetings, UN coordination meetings, INGO coordination meetings
· Interface with State MoH, CHDs and relevant agencies to ensure mutual understanding of emergency programmes and maximize resource distribution and allocation of available resources like motorbikes
Representation/Coordination
· Liaise with UNICEF and WFP on matters related to General Food Distribution and programme supplies to minimize stock outs at both CWW warehouses and nutrition sites.
· Participate in monthly Nutrition Coordination meetings and communicate relevant information to the Programme Director, Health and Nutrition Coordinator, Programme Managers and field staff
· Work with key donor staff to develop and maintain optimum programmatic relationship
· Ensure maximum visibility of CWW amongst the NGO community and the donors at every activity funded by the donor.
· Assist Programme Managers with the production of technical reports and ensure the timeliness and accuracy of information provided, as well ensuring confidentiality of sensitive information.
· Contribute to the creation of a positive image and overall credibility of CWW, notably through the application of CRM and Concern’s Programme Participant Protection Policy with regard to other actors
Security
· Ensure application and compliance of security protocols and policies
· In cooperation with the Area Coordinator and the Base Manager, monitor the security situation and inform the Programme Director regularly of any changes or potential security risks.
· Responsible for ensuring that Incident Report Forms are completed and submitted to Programme Director in a timely manner.
PERSON SPECIFICATION
· Degree in related field such as Nutrition, Humanitarian Action or Development.
· Minimum two years’ experience in managing emergency programmes, particularly related to food crises and malnutrition
· Experience in budgeting and financial monitoring processes and project management tools
· Strong staff management, capacity building and supervision skills
· Excellent representational skills and able to undertake advocacy at a high level
· Capacity to work on a multidisciplinary team
· Strong planning and implementation capacity
· Confident and capable negotiator, communicator and networker
· Computer skills including Microsoft Word and Excel
Desirable:
· Experience working in South Sudan or other fragile contexts
· Knowledge and familiarity with Concern Worldwide policies, procedures and standards
