Overview:
The proposed Finance and Administration (F&A) Director will oversee all financial and contractual aspects of a 4-year, USAID-funded, primary health care for HIV services project in South Sudan. This program aims to support and increase access to quality, comprehensive HTC, PMTCT, and ART services, including pediatric and adolescent HIV care, within high HIV-burden areas of South Sudan (Central and Western Equatoria). As a member of the senior management team, the F&A Director will work closely with the Chief of Party, Program Staff and others to ensure accurate financial, contractual and administrative reporting to the management team and to agencies external to Jhpiego. The F&A Director will also ensure financial systems and reports are compatible with standard accounting practices and follow USAID and Jhpiego rules and regulations.
Responsibilities:
Provide guidance to the chief of Party regarding financial requirements of the project and office operations •Ensure that USAID resources are appropriate directed to project priorities and are in line with project work plans •Maintain and administer project financial accounting system •Prepare accurate budgets, track expenses, ensure that required financial controls are in place and adhered to, to prevent over expenditure of budgets, ensure proper safeguards of funds and ensure compliance with established USAID, JHU and Jhpeigo financial and accounting procedures •Determine updated monthly accruals and projects to support forecasting accuracy and project completion, as required •Implement and maintain detailed financial reporting and reimbursement processes, in accordance with Jhpiego’s established financial system •Review, reconcile and monitor all accounts, including major project operating accounts and petty cash operations involving cash advances •Direct the annual budgeting process for all assigned accounts •Work with the Chief of Party and Technical Director to assist program staff in developing workplans and annual budgets for program activities and local office costs •Serve as a resource person for non-finance staff on USAID, JHU and Jhpiego rules and policies •Work closely with auditors during any audit of the program •Make budget adjustments and other cost improvement measures, as requested •Use various software applications, such as QuickBooks, spreadsheets, relational databases, statistical packages and graphic packages to assemble, manipulate and format data and/or reports •Prepare responses to USAID questions on financial information or budget application/proposal numbers •Under the supervision of the Chief of Party, plan and organize the administrative work of the project •Provide guidance, monitoring and support to the Administrative, Logistics and Procurement, and Finance and Grants Officers, including for procurement for goods and services, logistical support for local and international travel for staff and consultants, financial oversight of local subgrantees as needed, and maintenance of office inventory •Ensure staff timesheets are completed as required and maintain records of leave and attendance for project staff •Provide guidance and support for contracts development and management •Supervise project administrative and logistics staff
Required Qualifications:
Master's Degree or higher in accounting, finance, business management or a related field is required.
•A minimum of 10 years’ experience in the management of programs funded by the U.S. Government, including at least three years managing USAID grants and/or sub-grants and three years supervisory experience.
