The EIB, the European Union's bank is seeking to recruit for its Risk Management Directorate (RM) – Regulation and Group Risk Department (RM/REG), at its headquarters in Luxembourg, a:
Head of Regulation and Group Risk Department
This is a full time position
The term of this contract will be 4 years
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs,
with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
Purpose
Create the vision for the implementation and development of Regulation and Group Risk department in a manner that enables the achievement of the EIB Group’s objectives in the area of prudential regulation and best banking practices, in close cooperation with other departments within RM and other services of the EIB Group, and with a particular focus on:
- Regulatory surveillance and its translation into prudential Best Banking Practices (BBP)
- Risk Appetite Framework
- Capital assessment, management and allocation
- Risk reporting
- Internal risk modeling and validation
Operating Network
Reports to the Director General RM, liaises intensively with the other RM Department Heads, and fosters a close cooperation among the Services outside and inside RM. The role also demands frequent contact at all levels, including DGs, in all other Directorates as well as the EIF. Regular interface with members of the Management Committee and other governing bodies, either individually or on a collegial level in support to the DG, is also a key element of the role. Close cooperation with RM/MBS division is envisaged.
Accountabilities
- Develop an operating strategy for the Department, with regard to the short, medium and long term, in order to support the Bank's overall strategy for achieving compliance with prudential regulatory requirements and best banking practices.
- Advise DG on regulatory developments and prudential BBP.
- Establish and manage the resources and means necessary to implement the formulated strategy/policies.
- Supervise and ensure that Regulation and Group Risk area processes are executed in conformity with the EIB policies and applicable regulations.
- Ensure that, staff within the Department, have the right competencies, objectives and motivation in order to implement the formulated strategy and policies and deliver results, promoting a culture of learning, creativity, collaboration and knowledge sharing.
- Provide leadership and advisory support in all areas of prudential compliance and best banking practice.
- Represent the Bank externally and maintain and develop relationships with external partners, as appropriate (other EU institutions, international organisations, supervisors, etc.) in order to build co-operation.
- Represent own Department within the Directorate and across the organisation in order to create and enhance co-operation within the EIB Group.
- Coordinate, Bank-wide, the prudential BBP Programme and periodically report to relevant stakeholders.
Qualifications
- Advanced university degree in Economics, Business Administration, Mathematics, Quantitative Finance, Statistics, Accounting or Law, preferably supplemented by post-graduate studies.
- At least 10 years’ professional experience relevant for the job, notably in the domain of prudential regulation and establishment of best banking practices. Exposure to various areas of risk management would be an advantage.
- Sound knowledge of regulatory requirements, especially in relation to risk management.
- Proven experience in and solid understanding of all aspects of EIB’s risk management framework, policies, models and procedures.
- At least 5 years’ experience in managing and coaching people ideally in multicultural environments or international organisations (e.g. contribution to: determining team resources and skills; establishing objectives; assessing performance; delegating and supervising tasks; guiding, motivating, coaching and providing feedback).
- Understanding of the Bank's role within the EU policy framework.
- Excellent knowledge of English and/or French* and a solid knowledge of the other language. Knowledge of other EU languages would be an advantage.

(*) There may be certain flexibility on this requirement, but limited to particularly suitable candidates who may not yet be proficient in French. If selected, such candidates will be hired on the condition that they build up rapidly knowledge of French and accept that their future career in the EIB may be subject to the attainment of sufficient proficiency in both of the Bank's working languages
