Founded in 1962, ICVA (International Council of Voluntary Agencies) is a global network of non-governmental organizations (NGOs) that work collectively and with other humanitarian stakeholders to promote and facilitate NGO engagement in the development of the humanitarian sector and its policies.
ICVA’s mission is to promote and facilitate NGO engagement and partnership with a variety of key actors and bodies (e.g. IASC, UN agencies, donors, member states, international and political bodies, and emerging players) with the aim to participate in developing humanitarian global policies.
While historically based in Geneva, ICVA in 2013 expanded its presence to MENA, Asia, and Africa with the aim to expand representation to regional or global humanitarian and political actors based in these regions, and ensuring closer proximity with its members in these regions.
Forced displacement has been a major focus for ICVA since its creation in 1962. ICVA’s engagement in this field has translated into its role as UNHCR’s partner for co-organizing and co-chairing the UNHCR – NGO Annual Consultations, as well as acting as a critical partner in the roll-out of the High Commissioner’s Structured Dialogue on partnership and the Framework for Enhanced Implementation through Partners. ICVA also plays an important role in facilitating the development and delivery of NGO statements to the various meetings of UNHCR’s governance structures.
ICVA has recently extended its scope on Forced Displacement by developing engagement with other key actors (such as IOM) and in other key events (such as the 19 September Summit on large scale movements of refugees and migrants).
Objective
ICVA’s SPO on Forced Displacement is in charge of the ICVA Forced Displacement portfolio, and is responsible for management and implementation of ICVA’s strategy, road map and work plan linked to Forced Displacement.
She/he ensures that NGOs can engage with key actors in the field of Forced Displacement and participate in developing global policies linked to Forced Displacement.
She/he participates in the overall development of the organization.
Responsibilities
Programs:
Ø ICVA’s engagement with UNHCR:
- She/he is in charge of maintaining and developing ICVA’s relations with UNHCR.
- She/he is in charge of coordinating ICVA and NGOs engagement in: i) the UNHCR-NGO annual consultation, ii) the annual High Commissioner’s dialogue, iii) UNHCR Standing and Executive Committee meetings, and iv) UNHCR Structured Dialogue initiative.
Ø ICVA’s engagement with IOM:
- She/he is in charge of ICVA’s participation in IOM annual consultation.
- She/he is in charge of developing further ICVA’s engagement with IOM.
Ø ICVA’s engagement in the 19th September 2016 summit (and follow up):
- She/he is in charge of ICVA’s engagement in follow-up to the 19th September summit on Forced Displacement and its outcomes.
Ø New possibilities of engagement and dialogue:
- She/he is in charge of identifying and developing new partnerships and platforms of dialogue with key actors in the field of Forced Displacement within the frame of ICVA’s mission.
Ø Interface with ICVA’s members and NGOs:
- She/he is in charge of ensuring dialogue with ICVA members and other NGOs, aiming at sharing information, collecting and consolidating NGOs perspectives in the field of Forced Displacement, and identifying collective actions.
- She/he chairs and coordinates the ICVA Forced Displacement Working Group, and other related groups.
- In collaboration with the ICVA Programme Coordinator, develops tools that increase NGOs’ understanding of Forced Displacement policies and issues.
Policies:
- She/he is in charge of monitoring, analysing and keeping abreast of the latest policy developments specific to Forced Displacement issues.
- She/he is responsible for defining ICVA’s position on key Forced Displacement policies and issues.
- She/he is in charge of producing or coordinating analysis, research and briefing documents on Forced Displacement for ICVA members and other stakeholders.
Representation and communication:
- She/he is in charge of representing ICVA in forums and events linked to Forced Displacement.
- She/he participates in the implementation of ICVA’s overall communication strategy.
Membership:
- She/he contributes in promoting ICVA members’ engagement in ICVA’s activities.
- She/he participates in the implementation of ICVA’s membership strategy.
ICVA’s planning and vision:
- She/he contributes to the further development of ICVA’s vision and strategic orientation.
- She/he participates in planning and preparing the budget and work plan.
Qualifications and Requirements
Education:
- Advanced university degree in relevant field, such as humanitarian assistance, international relations, political sciences, or related academic field;
Experience:
- A minimum of 7 years’ work experience (including experience with NGOs) in the area of Forced Displacement and humanitarian aid.
- Demonstrable experience in representation and advocacy.
- Demonstrable experience in influencing external partners.
- Demonstrable experience in working collectively or with networks or alliances.
Knowledge
- Knowledge of Forced Displacement and international humanitarian sectors.
- Extensive knowledge of Forced Displacement policy issues.
Competencies and skills:
- Understanding of ICVA’s mission and NGO contributions to the humanitarian sector.
- Proven ability to work autonomously.
- Proven ability to work in a team.
- Proven ability to work under pressure and be flexible, including the ability to cope with deadlines, multiple tasks, and competing and changing demands.
- Ability to set her/himself and others challenging, but realistic targets.
- Well-developed communication, presentation and representational skills appropriate for different audiences, including the ability to influence people.
- High capacity to chair meetings and workshops.
- Quick analytical thinker who understands contextual developments and can link them to (potential) implications for NGOs.
- Fluent in English and excellent writing skills.
- Fluent in French or Arabic is a plus.
