Options Consultancy Services seeks candidates for a DFID-funded project in Ethiopia that aims to increase resource mobilisation for health through innovative domestic financing and promote financial risk protection for households through insurance and other risk pooling mechanisms.
Job profile
Leadership Development & Change Management Expert / Health Transformation Team Lead:
Will be responsible for oversight and leadership support to the HSTP’s Health Transformation Agenda, through the Ministerial Initiative for Transformation. The Lead will manage of team of 3 national and 11 regional staff, providing technical and management expertise in establishing and supporting the Ministerial Transformation Unit to oversee implementation of the HSTP’s Health Transformation Agenda. Key areas of focus will be to increase quality and equity of health services; promote participation, accountability and transparency on implementation and results and ensure the strategic use of information to drive change outlined in the transformative agenda. The Team Lead will also provide support and skills building to key directorates and agencies of the FMoH and regions, to accelerate the pace of implementation of the HSTP’s Health Transformation Agenda.
Responsibilities
The project will provide technical assistance to the Federal Ministry of Health (FMOH) to:
  • Implement the Health Sector Transformation Plan
  • Ensure safety and quality of health products and services
  • Implement Ethiopia’s National Health Financing Strategy, including improving domestic financing for health
  • Refine and scale up community-based and social health insurance schemes.

  • In addition to the specific requirements of each position, understanding of DFID administrative procedures and requirements is highly desirable, and applicants should have a willingness and ability to travel and/or potentially be based outside of Addis Ababa. All positions are contingent upon award of a contract.
Person specification
  • Master’s degree in Public Health, Epidemiology or relevant discipline in the health sector
  • At least 8 years of experience
  • Minimum of five years’ managerial/supervisory experience including managing organisational change
