Options Consultancy Services seeks candidates for a DFID-funded project in Ethiopia that aims to increase resource mobilisation for health through innovative domestic financing and promote financial risk protection for households through insurance and other risk pooling mechanisms.
Job profile
M&E Expert: Under leadership from the Health Transformation Lead and guidance from the Performance Management & Quality Assurance Advisor (PM&QA), the M&E Expert will provide technical expertise and quality assurance for M&E, including supporting the design and effective functioning of M&E activities related to the Ministerial Transformation Unit (MiTU). The Expert will support and build the capacity of the MiTU to prepare half yearly ‘Balanced Scorecards’ for the various directorates and agencies of the Ministry of Health (MoH), Regional Health Bureaus to ascertain and further develop their capacity to deliver the Transformation Agenda. The expert will also work with the MiTU to develop and implement a verification system for model Woredas and Kebeles to measure their progress on the Transformation Agenda. The Expert will also collate and analyse data and, in liaison with communications expert, package and target this data to facilitate evidence based decision-making at Kebele, Woreda, Regional and Federal levels. The Expert will also work closely with the PM&QA Advisor to support in on-going programme M&E tasks.
Responsibilities
The project will provide technical assistance to the Federal Ministry of Health (FMOH) to:
- Implement the Health Sector Transformation Plan
- Ensure safety and quality of health products and services
- Implement Ethiopia’s National Health Financing Strategy, including improving domestic financing for health
- Refine and scale up community-based and social health insurance schemes.

- In addition to the specific requirements of each position, understanding of DFID administrative procedures and requirements is highly desirable, and applicants should have a willingness and ability to travel and/or potentially be based outside of Addis Ababa. All positions are contingent upon award of a contract.
Person specification
- An MSc or PhD or relevant qualification or related comparable experience in social statistics, epidemiology, population statistics or an equivalent qualification with a strong research methods component
- Six years of work experience, with at least two years of experience in international development projects
- Experience with measuring internal processes and developing balanced scorecards
