International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Global Innovation team is part of the Partnerships business group, sitting within the Policy, Strategy and Knowledge Department. The Innovation team builds and implements strategies that enhance the capacity of the IFRC and National Societies to innovate. The team also secures and manages global partnerships and develops global initiatives. There is a particularly strong focus however on supporting local innovation efforts to thrive across our large ground network in 190 countries.
Job Purpose
The Migration Programme Coordinator is primarily responsible for implementing the Response Plan for the Mediterranean and assisting, through regional offices, the affected National Societies in planning, reviewing, implementing and managing their respective country plans. The position will coordinate technical and advocacy support as identified in the plan, providing overall accountability to donors through a well-designed Federation-wide reporting system. The position will have the responsibility of administering the Global Pooled Fund for Migration. The position reports to the Migration Lead and contributes to the delivery of the global migration plan.
Job Duties and Responsibilities
Strategy and programme support
- Through regional offices, support National Societies in the assessment, planning, and implementation of their migration-related activities, ensuring programme mainstreaming wherever required.
- Work with regional offices and National Societies to monitor the situation, its evolution and relevance of planned interventions.
- Design and implement a Federation-wide reporting system that considers bilateral contributions as well as ICRC delivery role.
- Administer the Migration Pooled Fund ensuring accountability to donors through financial and narrative regular reporting.
- Ensure full alignment with the global migration plan, both in terms of planning and reporting.
Coordination and technical support
- Establish well-functioning networks and platforms, where joint-planning and peer-to-peer support is facilitated.
- Improve reporting and information-sharing capacity along the migratory routes, via the established migration platform.
- Support sector leads and National Societies in designing and delivering programmes and services that integrate interventions addressing migrants’ needs.
- In close cooperation with disaster management, support the delivery of emergency humanitarian assistance through the activation of Surge and other global disaster management tools and instruments.
- Enhance coordination with relevant internal and external stakeholders working on migration.
Advocacy and awareness raising
- Through regional offices, provide support to National Societies in leveraging their auxiliary role and influencing policy development, application and change.
- Through regional offices, support National Societies in designing and delivering sensitization and awareness-raising activities, especially through the use of volunteers, in order to bring attention to the suffering of people on the move, as well as to the positive economic and social contribution of migration.
- Develop partnerships with academic and policy institutions to gather statistics and data that support evidence-based advocacy and programme design.
- Support National Societies in strengthening media engagement capacity to build on the global campaign and develop contextualized messaging.
Resource mobilization
- Work with regional offices and National Societies in identifying migration priorities and gaps that require additional resources.
- Support in mobilizing resources as required, identifying and engaging with potential donors and partners.
