Programme Coordinator - Adult Learning and Education programme - UNESCO Institute for Lifelong Learning

OVERVIEW OF THE FUNCTIONS OF THE POST

Duties and requirements
Under the overall authority of the Director of the UNESCO Institute for Lifelong Learning (UIL) and the direct supervision of the Chief Programme Coordinator, the incumbent will be responsible for the overall management of the Adult Learning and Education (ALE) Programme. UIL’s ALE Programme is one of the three UIL Programmes, and has a focus on supporting Member States to implement effective adult learning and education policies and programmes. UIL’s annual work plan is adopted by its Governing Board in accordance with UNESCO’s Programme and Budget 38 C/5. The ALE Programme contributes to UNESCO’s Expected Result 1 (National capacities strengthened to develop and implement policies and plans within a lifelong learning framework).
Within this context, the incumbent’s main activities will be to:
  • Lead the conceptualization, design, planning, development, coordination, monitoring and implementation of UIL’s ALE programme;
  • Develop, coordinate and monitor capacity development programmes, especially in monitoring and evaluating the progress of adult learning and education programmes in UNESCO Member States,
  • Collaborate with UNESCO Headquarters and other UNESCO entities to organize advocacy events including the follow up of CONFINTEA VI and the Recommendation on Adult Learning and Education(RALE)2015
  • Provide technical contribution to Capacity Development for Education (CAP Ed) programme in countries that request UIL’s support
  • Support and liaise with respective Ministries of Education and heads of local governments to advance the ALE programme objectives
  • Plan and coordinate the organization of the CONFINTEA VI mid-term review;
  • Coordinate the work of colleagues in the ALE team and the work on the Global Report on Adult Learning and Education (GRALE)
  • Contribute to the formulation and execution of the annual work plans as necessary and appropriate; and
  • Undertake further activities in the framework of the programme as requested by the Chief Programme Coordinator and/or the Director.

REQUIRED QUALIFICATIONS

EDUCATION
  • Advanced university degree (equivalent to Master) in education or the social sciences that focuses on an area relevant to lifelong learning, adult education, or literacy. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
WORK EXPERIENCE
  • A minimum of 7 years’ professional experience in a UIL-relevant context, preferably in literacy and in an international setting;
  • Extensive experience with developing and leading consultancy services
  • Work experience and demonstrated expertise in evaluation and monitoring of educational programmes.
SKILLS/COMPETENCIES
  • Strong analytical and problem-solving skills
  • Ability to identify key strategic issues, objectives, opportunities and risks; demonstrated ability to translate strategy into priorities and action
  • Excellent organizational skills with ability to establish priorities, coordinate and monitor own work plan
  • Excellent written and oral communication skills; ability to communicate effectively and persuasively both orally and in writing, with strong representational abilities
  • Ability to work in a team and to maintain effective working relationships
  • Demonstrated ability to lead, manage, motivate and supervise staff and teams and to maintain effective working relations in a multi-cultural environment
  • Solid IT skills including knowledge of office software
LANGUAGES
  • Fluent in English and good working knowledge of another UNESCO language

DESIRABLE QUALIFICATIONS

EDUCATION
  • PhD or an equivalent degree in education or the social sciences that focuses on an area relevant to lifelong learning, adult education, or literacy.
SKILLS/COMPETENCIES
  • A track record of successful fundraising
  • Familiarity with the work and general functioning of international organizations and/or the United Nations system
  • Ability to work effectively in international, interdisciplinary and multilingual teams.
LANGUAGES
  • A good knowledge of a UNESCO language other than English.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days’ annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance. Please note that UNESCO is a non-smoking Organization.

Duration: One year with possibility of extension subject to availability of funds and satisfactory performance
