Organizational context
International Federation of Red Cross and Red Crescent Societies (IFRC or “the Federation”) is the world’s largest volunteer-based humanitarian network. The Federation is a membership organisation established by and comprised of its member National Red Cross and Red Crescent Societies. Along with National Societies and the International Committee of the Red Cross (ICRC), the Federation is part of the International Red Cross and Red Crescent Movement. The overall aim of the IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” It works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.
The Federation is served by a Secretariat based in Geneva, with regional and country offices throughout the world. The Secretariat is led by the IFRC Secretary General and provides the central capacity of the International Federation to serve, connect, and represent National Societies. The Secretariat’s focus includes providing support to the IFRC governance mechanisms; setting norms and standards; providing guidance; ensuring consistency, coordination, and accountability for performance; knowledge sharing; promoting collaboration within and respect for the RCRC Movement; and expanding engagement with partners. The Secretariat’s headquarters is organized in three main business groups: (i) Partnerships, including Movement and Membership; (ii) Programmes and Operations; and (iii) Management Services. The Global Innovation team is part of the Partnerships business group, sitting within the Policy, Strategy and Knowledge Department. The Innovation team builds and implements strategies that enhance the capacity of the IFRC and National Societies to innovate. The team also secures and manages global partnerships and develops global initiatives. There is a particularly strong focus however on supporting local innovation efforts to thrive across our large ground network in 190 countries.
Job Purpose
To lead PRD strategies to increase coverage of IFRC emergency appeals/DREF to maintain RCRC global leadership in resource development for emergencies. Job Duties and Responsibilities
Manage Partnerships and Resource Mobilisation for Emergencies
- In collaboration with the Disaster Services Department and Regional Offices, take proactive measures to increase coverage of IFRC emergency appeals/DREF to maintain RCRC global leadership in resource development for emergencies.
- Coordinate global outreach strategies related to humanitarian financing initiatives and engage with key partners to influence policies and budget allocations towards IFRC objectives.
- Conduct research, analyse data and trends on global humanitarian financing to inform IFRC strategies.
- Represent IFRC in the IASC Task Team on Humanitarian Financing, inform senior management of key developments and advise on positioning of IFRC, in collaboration with the PSK Department.
- Serve as Secretariat lead for the coordination and development of global consolidation proposals for DEVCO/ECHO at the request of EUNSs.
- Support regional offices in obtaining partnership agreements and emergency funding from regional partners (AU, ASEAN, IGAD, ACP, etc.), including IFRC engagement in regional pledging conferences, etc.
- Track and analyse emergency appeal coverage, lead/coordinate actions to be taken at global and regional levels to increase coverage, and provide regular updates, analysis and recommendations to senior management on actions needed to increase coverage.
Lead Resource Development and Marketing Initiatives
- Ensure IFRC emergency appeals contain marketing information relevant to partner needs. Work closely with Programme and Operations Division and Regional PRD Coordinators to ensure marketing strategies and templates are reflected in all appeal documents.
- In collaboration with the Communications Department, increase timeliness and quality of resource development data and marketing materials available for National Society fundraising campaigns and partner outreach.
Ensure Movement Cooperation
- In follow up to the 2015 COD resolution on Strengthening Movement Coordination and Cooperation (SMCC), serve as focal point for liaison with ICRC on the implementation of recommended plan of action related to resource mobilisation over the next two years, focusing on common narratives and/or coordinated appeals in response to emergencies.
- Advise and support the USG Partnerships in the dialogue on development of Movement-wide principles for resource mobilisation.
PRD Tools and Systems
- In collaboration with the Disaster Services Department, revise emergency appeal procedures, explore new mechanisms and instruments for increasing emergency income additional to DREF and emergency appeals.
- Manage the PRD surge capacity roster and recruitment of short term PRD support in response to emergencies.
- Ensure effective use of CRM to manage partner profiles, activities, documents, contact lists, funding plans, etc. as the tool for analysis, tracking and forecasting of partner opportunities and commitments.
- Monitor the effective stewardship of National Society and Government partner funds received in line with partner expectations related to implementation, results based reporting and visibility. Monitor progress and performance towards deliverables, identify risks and inform senior management of actions to be taken to mitigate risks.
- Participate and/or lead where relevant, in partner evaluations, assessments, reviews and/or audits to ensure IFRC systems and operations are accurately represented and partner requirements are successfully met.
