Overview:
Sr. Program Manager needed to provide support and leadership for the establishment and expansion of Jhpiego/Madagascar technical programs. S/he coordinates the analysis, synthesis and reporting of project outputs and results as well as capacity development of the country team. S/he ensures timely and cost-effective implementation of program activities. Responsibilities include: program and financial management, workplan development and presentation, reporting, monitoring and evaluation, business development, donor and partner relations, outreach and marketing, and knowledge management. The Senior Program Manager will also work closely with the Chief of Party (COP), the Deputy Chief of Party (DCOP) and Technical Advisor(s) to develop and maintain collaborative partnerships with program partners and country stakeholders. The Senior Program Manager will actively build the capacity of the Madagascar Office staff to further develop management skills for sustainability of program effectiveness. The Maternal and Child Survival Program (MCSP) is a global, USAID Cooperative Agreement operating in 24 high priority countries to introduce and support high-impact health interventions with the ultimate goal of ending preventable child and maternal deaths within a generation. The Program is focused on ensuring that all women, newborns and children most in need have equitable access to quality health care services to save lives. USAID’s MCSP supports programming in maternal, newborn and child health, immunization, family planning and reproductive health, nutrition, health systems strengthening, water/sanitation/hygiene, malaria, prevention of mother-to-child transmission of HIV, and pediatric HIV care and treatment. USAID’s MCSP engages governments, policymakers, private sector leaders, health care providers, civil society, faith-based organizations and communities in adopting and accelerating proven approaches to address the major causes of maternal, newborn and child mortality such as postpartum hemorrhage, birth asphyxia and diarrhea, respectively, and improve the quality of health services, from household to hospital.
Responsibilities:
Manage and work collaboratively with program team members to ensure necessary program planning, development, resource availability, and management activities function smoothly and efficiently •Closely collaborate with the deputy chief of party to prepare and track the progress of project and activity budgets •Supervise the M&E team and provide support and guidance for all program reporting •Coordinate with Chief of Party and Deputy Chief of Party to ensure compliance, quality and timely implementation of large procurement and renovation activities •Contribute to the programmatic leadership to ensure strategic programmatic and financial integrity of the project •Contribute to the development of novel knowledge management and sharing tools and processes •Promote and support knowledge management and sharing efforts, including uploading documents onto Jhpiego knowledge management sites (websites, myJhpiego) •Promote and support the dissemination of project information among the project team and stakeholders •Promote capacity building and leadership in project staff •Ensure compliance with Jhpiego and JHU operational policies regulations •Perform or assume other duties as assigned by the MCSP COP •Support program strategy formulation, including development of goals and objectives, and oversee the process of designing appropriate approaches to attain them •Assist technical team members in coordination and management of field activities •Coordinate and/or represent the project team in professional circles through technical advisory groups, meetings, conferences, and presentations •Develop and/or review documents, reports and presentations according to donor guidelines for internal program needs and externally for dissemination •Coordinate and collaborate with government officials, donors, stakeholders, Jhpiego staff and consultants for effective program implementation •Contribute to the project’s monitoring and evaluation of MNH, FP, QI and pre-service activities to ensure project targets are met •Travel within Madagascar in support of activity implementation and monitoring, as needed •Contribute to new program/business development for Madagascar •Perform or assume other duties as assigned by the Jhpiego Project Director
Required Qualifications:
Fluent in English and French •Advanced degree in public health, international development, management or related field •Skilled in writing technical and programmatic documents, such as reports, work plans and budgets •10 years experience managing international health programs •Technical expertise in one or more areas of Jhpiego’s MNCH programming (e.g., maternal health, neonatal health, family planning, quality improvement, research, etc.) •Understanding of public health and development approaches required; knowledge of these approached in the Madagascar context preferred • Familiarity with the Madagascar health system, key stakeholders and relevant government policies/strategies preferred •Good understanding of monitoring and evaluation of programs, use of data for decision-making •Ability to interact with senior level international and national health professionals, donors, and partners •Excellent presentation skills and verbal and written communication skills •Excellent donor and partner relationship skills as well as new program development skills •Proven leadership skills, as well as skills in facilitation, team building and coordination •Familiarity with US Government donor policies and administrative procedures •2 years of experience living and working in Madagascar or other francophone African countries •Ability to travel nationally
