Advisor (m/f) on National Investment Planning and Financing MINECOFIN, Kigali, Rwanda

The context
On behalf of the German Government, GIZ supports the Rwandan Ministry of Economic Planning and Finance (MINECOFIN). Rwanda wants to achieve the status of a middle income country by the year 2020. Among other measures, the country needs to increase private and public investments massively, to achieve this ambitious goal. The new procedures for Investment Planning and Financing shall address the link between public and private investments and promote a more private sector driven growth with high impact on employment.
The project will be primarily directed at capacity building of the National Investment Committee, the National Development Planning and Research Directorate, the Financial Sector Development Department, the Rwanda Development Board, and the coordination with the related line ministries and downstream institutions.
Your role
You will identify key priority areas for capacity building and research in the whole investment cycle, show inter-linkages between economic policies/strategies and different programs of the Government of Rwanda and provide technical advice on financing strategies to be pursued for large investment projects based on analytical work conducted.
Your profile
Master’s Degree in Economics or Engineering, havesound knowledge of investment planning policies and procedures, development economics and PPP’s. Experience with investment financing is desired, good working knowledge and understanding of public investment programs and their implementation, practical experience of at least 5 years in developing economic policies and strategies. English at negotiating level is essential, German would be an advantage.
