Emergency WASH Manager

Background
GOAL is an emergency and development NGO established in 1977, currently operational in 15 countries world-wide. GOAL is currently in mid-cycle of a strategic period running from 2012-2016. GOAL programming focuses on both development and emergency contexts in both urban and rural settings. The focus is on integrated Health programming with WASH strategically falling under Health with overall aim of improving the health of target populations.
Reporting to the WASH coordinator the incumbent will ensure that all water supply, sanitation and hygiene facilities and services, including waste management, are coordinated in a timely manner and in line with the Government of Sierra Leone Emergency Ebola Response WASH Strategy. The candidate will represent GOAL and will be part of the National Technical Support Team overseeing the quality control of GOAL’s Ebola response on WASH and Waste Management.
The role will focus predominantly on the construction of WASH infrastructure in the treatment units and community care units, making sure such infrastructure meets the standards agreed amongst WASH stakeholders. Where appropriate the manager will also contribute to the improvement of these standards. A key role will also be to coordinate with implementation partners on the ground.
Key Duties
  • Support the management of the Water supply systems, Sanitation, Hygiene facilities and waste disposal in Peripheral Health Units, Ebola Isolation Units and the Community Care Units
  • Ensure that appropriate designs of water, sanitation and waste disposal facilities are developed in line with the recommended standards for Ebola Emergency Response
  • Guide and supervise the construction engineers/contractors, including ensuring provision of appropriate on-job training for field staff
  • Assist in the development of contractor management tools and systems, including drawings and BoQs for WASH and Waste Management in PHUs/ ECU’s and Isolation units.
  • Sit as a technical lead person for GOAL on Emergency meetings at National level and contribute to the drafting of Ebola Emergency Response policies, M&E indicators and standards (related to WASH)
  • Work with the appropriate technical bodies and Freetown City Council to rapidly provided additional technical guidelines on safe body management in Freetown and planning for potential crematoria.
  • Assist the WASH Coordinator in proposal development where necessary
  • Other tasks as required
Qualifications and competencies
  • A degree in Civil/Water Engineering or similar
  • At least four years of experience in managing emergency programs (to some extent non-emergency experience can substitute)
  • Proven managerial skills; resourceful and adaptable work approach; creative and proactive approach to problem solving.
  • Experience of managing contractors and development of contract management systems
  • Be a self-starter, with the ability to make decisions independently
  • Experience in using AutoCAD including other software modelling packages
  • Willingness to travel to 50% of the time to rural areas
  • Demonstrated ability to work successfully with minimal supervision
  • Practical construction skills and an interest in low cost and local materials and techniques
  • Strong analytical and strategic planning skills
  • Excellent communication and interpersonal skills
