Head of Mission Mauritania

INTERSOS is an independent non-profit humanitarian organization committed to assist the victims of natural disasters and armed conflicts. Its activities are based on the principles of solidarity, justice, human dignity, equality of rights and opportunities, and respect for diversity and coexistence, paying special attention to the most vulnerable and unprotected people.
The Head of Mission is the organization’s official representative in the country and is responsible for the planning, management and implementation of the country program on the basis of defined strategies.
He/she manages and coordinates operations and human resources in the country. Specifically he/she is responsible to:
• Establish and maintain relations with local institutions, donors, NGOs, International Agencies and other stakeholders;
• Define country priorities based on context and needs analysis, monitor donor intervention strategies and priorities in the country and evaluate, promote and elaborate new projects;
• Establish, guarantee and monitor government recognition procedures for the organisation and the host country formalities.
• Define programming and planning of mission activities and check implementation;
• Check monthly planning of activities and relative expenses;
• Be responsible for procurement processes of goods, works and services and to ensure conformity to procedures, for forwarding all tender notices and results to Head Office, for publication on the organisation's website;
• Supervise, monitor and evaluate project implementation phases also by periodic visits to areas of operation;
• Define mission’s economic and financial planning, guaranteeing self-sufficiency and consistency of expenses against budget constraints;
• Assume responsibility for funds management of the mission and for the bank accounts management;
• Approve reports and intermediate and final financial reports and assume responsibility for presentation to donors;
• Write monthly reports on country operations for the Regional Director;
• Be responsible for accurate application of all procedures defined by INTERSOS and donors.
JOB REQUIREMENTS
• Master degree in a humanitarian related studies;
• At least 5 years of experience as HoM or other coordination and management position in humanitarian/development contexts;
• Good knowledge of the procedure of international donors;
• Fluent French and English written and spoken (Italian is add value)
• Proven people management and leadership skills: the ability to lead staff and promote productivity in a pleasant work environment;
• Comfortable with computer use;
• Self-starter with ability to work autonomously;
• Management skills and capacity of working in a volatile security environment.
Conditions
Availability: Immediate (maximum 2 weeks’ notice)
Duty station: Mauritania, Nouakchott
Family duty station: Yes
