Ebola Outbreak in Liberia and GOALs Response to Date:
The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa with Guinea, Sierra Leone/Liberia first reporting cases in March 2014. Liberia was declared EVD freed May 9, 2015, however with Sierra Leone and Guinea still reporting new cases of Ebola the Voinjama ETU will remain opened. The plan is to transition IPC services to the local hospital with the creation of a semi-permanent Triage and Isolation Unit for now. GOAL has been working in Liberia since October 2014, and has been active in the Ebola response. GOAL along with its partner Women and Health Alliance International (WAHA), is implementing a grant for the management of the Ebola Treatment Unit from USAID/OFDA. GOAL manages the non-clinical, logistics and operational support of the ETU, while WAHA provides the clinical services.
Overall Objectives of the position:
To provide all necessary logistical support to enable field project activities to proceed with maximum efficiency while adhering to GOAL’s logistics procedures and to provide full support to the overall country team.
Key Duties:
Procurement
· Managing and tracking all procurement and logistical support for Lofa County.
· Be the focal point for all procurement related communication for Lofa.
· Coordinate communication with Monrovia and Dublin for all procurement related matters and ensure that the Logs Coordinator is up to speed on all matters.
· Ensure that all procurement and administration related payments are completed in a timely manner.
· Ensure that GOAL logistics policies and procedures as outline in GOAL Logistics Manual are rigorously followed.
Liaise with local authorities as appropriate for the benefit of GOAL.
Liaise with GOAL logistics staff in other sites as appropriate.

Stock Management/warehousing:
· Ensure stores systems and procedures are in place to adequately manage and report on stocks in compliance with GOAL’s Logistics Manual and in accordance with donor requirements,
· Ensure daily warehouse reports, Stock Management Sheet’s, stock counts and all stock records are recorded on both paper and in electronic format
· Manage stores records reconciliations, comparing with procurement statistics and distribution data from programme teams,
· Ensure all standards and exercises for stock accountability and records are in place and managed,
· Ensure that stock utilization and replenishment systems are adequate to maintain an adequate supply of basic commodities to facilitate the smooth operation of the ETU.
Transport/Fleet Management
· Manage the Transport & Logistics Team and indirectly the Drivers
· Ensure that fleet management procedures are in place and maintained,
· Review monthly fleet reports for Monrovia, analyze reports and fleet data providing feedback on reports, especially with regard fuel consumption
· Ensure that vehicle rental, services and maintenance are carried out in accordance with GOAL Logistics Manual and in accordance with best practice.
· Ensure efficient vehicle bookings and allocations systems are in place
Asset Management
· Support the Logistics team to ensure a live, and up-to-date, Fixed Asset Register is in place, all assets are labelled and current locations of all assets are known and accounted for in Lofa.
· Ensure that the system of controlling assets movement between personnel, programmes and locations within the country/county is in place and working adequately.
· Ensure appropriate disposal of assets as required during Decommissioning of ETU as set forth by Decommission Plan.
Administration
· Act proactively to ensure that all compound related matters such as up keep of both staff accommodation and office premises managed efficiently.
· Ensure the catering services are carried out as agreed in contract.
Staff Management
· Manage a team of expats and national staff to undertake the above functions. Staff includes, WatSan Supervisor, Logistics Supervisor, Power Gen/Fuel Supervisor and O&M Supervisor. The local staff includes drivers, cleaners, laundry attendants, sprayers and custodians.
· Train and build capacity of local logistics staff members in best practice, GOAL logistics procedures, systems and management.
Essential Requirements:
· At least 3-5 years’ experience in logistics, finance, administration or related field, preferably in a field environment
· Proven management ability to lead and motivate the team;
· Ability to work under pressure to pursue multiple tasks simultaneously to successful conclusions
· Strong computer skills in Microsoft packages, including Excel, Word, and Outlook (particular emphasis on Excel)
Desirable:
· Qualification in Logistics/Supply Chain Management;
· Understanding of budget development and monitoring;
· Experience in emergency operations and logistics for the support of humanitarian and recovery contexts, as well as development programmes.
