EARLY CHILDHOOD CARE AND DEVELOPMENT PROJECT DIRECTOR

Following a major transition, our international programmes are now delivered through a merged operation with c15,000 staff, managed through seven regional hubs and reporting to a relatively small, central office. Contract length: 2 years
The Project Director - ECCD, based in the Save the Children International Mozambique (SCIMOZ) office in Nampula, will be responsible for the overall management, implementation, and monitoring of a coordinated project model funded by the World Bank through the Government of Mozambique and implemented by SCIMOZ across three provinces: Nampula, Tete and Gaza.
KEY AREAS OF ACCOUNTABILITY:
  • Overall management and implementation of a multi-million dollar education program
  • Budget responsibility: expenditure in excess of $3 million per year
  • Strategic guidance, providing strong leadership and ensuring technically sound decision-making processes
  • Provide oversight of program activities, team building and the creation of external partnerships particularly at national and sub-national levels with the Ministry of Education.
  • Ensure that an effective monitoring and performance management system is in place for achieving prior agreed targets in relation to program activities, budget allocations and financial expenditures, ensuring that value for money can be effectively demonstrated to the donor
  • Ensure that the program is appropriately staffed across Save the Children, including the appropriate combination of expertise across technical and operational areas
  • Developing and maintaining efficient and effective operating systems, and ensure compliance with all Save the Children Operational Standards, including safety & security management
  • Nurture strong relationships with Save the Children's partners in country, national and regional level government and donors, as well as other key stakeholders in Mozambique
  • Regular field travel and monitoring to ensure quality and consistency in programming across target provinces
  • Contribute to organisational and donor learning on the sustainable impact of ECCD programming
  • Perform other duties as may be requested by the incumbent's supervisor.
QUALIFICATIONS AND EXPERIENCE
  • Masters degree in Education, International development or related field
  • Minimum of 5-7 years of managing education, early childhood or community-based development projects with preferred expertise in areas such as community-based education, student assessments, teacher training, parenting education educational materials development, educational management, and educational monitoring and information systems
  • Portuguese language skills are critical (both oral and written); fluency in English as well
  • Outstanding project management and project cycle skills
  • Strong personnel leadership skills, particularly mentoring skills
  • Solid communication and facilitation skills
  • Excellent collaboration skills with local, national, and civil society stakeholders
  • Demonstrated experience managing results-based disbursement contracts
  • Extensive experience working in Africa - Mozambique experience preferred
  • Ability to travel frequently within Mozambique
