TRAINING AND TECHNICAL SUPPORT TO VILLAGE COMMUNITY BANKING (VICOBA) GROUPS IN LAISAMIS AND SAKU SUB-COUNTIES OF MARSABIT COUNTY

INTRODUCTION
VSF Germany is an international Non Governmental Organization, providing humanitarian aid and development assistance to pastoralists and vulnerable communities in areas where livestock is of importance. In the region, VSF Germany implements activities in Sudan, South Sudan, Kenya, Somalia & Ethiopia.
With support in animal health, agriculture, marketing, food safety but also with developing the capacity of communities and governmental institutions or initiating peace and conflict resolution we work towards food security and strengthened livelihoods of pastoralist communities.
A. ABOUT CAIDRR PROJECT
VSF Germany is implementing a 3 years Resilience building program funded by European Union whose overall goal is “to contribute towards improving food security in ASAL livelihoods through enhanced response and Resilience to drought”. The Project is implemented in a consortium of 3 organizations (VSFG- Lead agency, CIFA & WRF) in collaboration with Key county ministries/departments; National Drought Management Authority (NDMA), Ministry of Agriculture, Livestock and Fisheries development (MoALFD) among others.
The project title is:Community Action for Improved Drought Response and Resilience - CAIDRR (funded under EU strengthening the Horn of Africa’s Resilience – SHARE). The Project has the following results:i) Local response capacities and systems for asset protection, management and preparedness action are improved (Community level, local government, DRR), (ii) Access to services and management of Livelihood resources and Assets are improved (iii). Communities contribute to knowledge exchange and Policy influence
The project has been designed and being implemented within the EDE Framework thus contributing to Drought Risk Management and Ending drought Emergencies Second Medium term Plan 2013-2017. In the implementation, the project focuses on the Drought impacts in Kenya, promotion of sustainable livelihoods in ASAL, Peace and Human security through conflict sensitive programming, investment on climate proof infrastructure, human capital, Gender and Social analysis, drought preparedness and response and Coordination
B. Support to VICOBA groups
1.Train 12 VICOBA TOTs – 12days(20th – 29th July 2015)
Preparation and report writing– 3 days, Travelling days -2
Training Time frame– 7 days
· VICOBA concept, principles and methodology including group formation and leadership.
· VICOBA Trainer/facilitation principles and methodologies including monitoring& reporting
· VICOBA products and Documentation - Savings, Social Insurance and Credit
· Group leadership, Legality and Resource mobilization
Deliverables
· 12 ToT including three (3) CAIDRR project consortium representatives trained on VICOBA concept
· 1 Training Report (including photos and List of trainees as Annex)
· Signed list of participant for all the 5 training days (refer to VSF Germany’s guide on List of participant form)
2.Train and equip 6 VICOBA groups ( 3 per Sub-County) – August – September 2015
Time frame: 4 days training and 2 preparation and reporting days/ group(*Total 24training Days, 4 manual development days, 6 Preparation and 12 reporting Days)*
Who is trained; Community members who have agreed to join together after self-screening process and agree to work together to form groups.
Training themes;
1) Member self-screening and selection
2) Group formation and Leadership
3) Institutionalization (Constitution)
4) Group Fund development
5) Record Keeping for literate and illiterate groups
Deliverables
· 1 Field Training Manual developed and approved by Project Partners
· 6 VICOBA Groups rained
· Training report produced per sub-county (2 Reports). The report should highlight key issues per group.
· 6 List of participants produced each signed for 5 days training
3.Provide start-up funds to groups - 34 days(17 days October 2015, 17 Days in February 2016)
· Preparation and report writing
· Train VICOBA groups on Income Generating Activities (IGA) selection, planning and Management (SPM)
· Development MoU with six (6) VICOBA groups on grant management
· Backstopping on the management/implementation of VICOBA grants
Deliverables
· Training Report of 6 VICOBAs on IGA plus list of Participants from every group
· Six (6) MoU drawn with six(6) groups, Group made to understand content of MoU
· One (1) Technical backstopping report and one (1) Feedback session conducted with VSF Germany team on the status of VICOBA groups.
4.Strengthen VICOBA groups - Total 27 days(25 field days and 2 travelling days)
· Assess VICOBA activities to determine success, challenges and opportunities – SWOT analysis
· Develop assessment report outlining key findings from VICOBA groups and recommended areas of trainings among other areas such as linkage with CMDRR committees/contingency planning
· Develop training outline to meet training needs for each VICOBA
· Conduct tailor made trainings per group
· Reporting writing and submission
Deliverables
· Assessment report outlining the status and Key recommendation for strengthening of VICOBA groups
· Field base training manual/outline developed and approved by Project partners
· VICOBA training reports
5.Community resource mobilization workshops for contingency plans implementation through VICOBA Activities - 14 days(2 including traveling days)
· Conduct trainings two workshop on Resource mobilization and establishment of networks for local institutions e.g Local Authorities CMDCs, Sub-committees and VICOBA group management committees -3 days/workshop and 3 preparation and reporting day per workshop(12 days)
Deliverables
· Two (2) workshops conducted and reports developed (included photos and list of participants in the report)
· List of workshop participants are compiled and handed over to VSF Germany team/Admin in Marsabit.
C.Qualifications, Skills and experience
a. At least 5 years of experience of implementing disaster risk reduction initiatives, Economic empowerment, Financial Literacy and Group strengthening, Community disaster preparedness and resilience action, and trainings with emphasis on use of participatory approaches in livelihoods diversifications in the Horn of Africa.
b. At least a finance training, Disaster Management, or Social science, Development studies with proven work experience in community economic empowerment programmes.
c. Good knowledge and experience in, Community group Savings and loans, community resource use contingency and development planning.
d. Excellent analytical, presentation and writing skills.
e. Experience in qualitative data gathering and analysis.
f. Knowledge and experience of working with pastoralist and agro-pastoralist communities.
g. Past work experience in Marsabit County is highly desired.
h. Team player and commitment to deliver on planned actions.
i. Self -organization, proactive and advanced time management skills
D. Working environment:
a. Marsabit county ( Laisamis and constituencies)
b. Travel required to activity Locations: 90% field based except for preparatory work by the consultant
E. Time schedule: July 2015 – June 2017
This is a long time engagement and consultant will providing technical backstopping over a period of time to build capacity of communities and resource teams in holistic natural resource management. The work will span over 1 year with a lot of training and mentoring sessions in the field. However, any adjustments should ensure that the work is completed within the stipulated period of time as provided for in the ToR and signed contract with specified work schedules.
F. Assistance to the consultant by the contracting authority.
VSF Germany will make available the following information and facilities to the Consultant:
a. Share any relevant reports, documents, maps, existing designs and data at her disposal;
b. Allow use of office space in Marsabit town as necessary and/or other office within the working area;
c. Arrange for various meetings in the field with stakeholders (Consultant to make advance request);
d. Provide staff to introduce and link the consultant to target communities and assist in community liaison and translation.
e. Provide transport to and from the sites in the field.
f. Provide accommodation and meals to the consultant while providing technical assistance to the project. Accommodation and meals will be provided at the VSF Germany base in Marsabit.
G. Payment for the Work Done
a. Consultancy fee shall be paid on a monthly basis and once specific target deliverables set per month are achieved by the consultant.
b. Payment will be based on actual time spent by the consultant at the project site, verified by the daily attendance sheet as recorded by VSF Germany Project Manager in charge.
c. Consultant shall be required to provide original invoice and a report of each completed activity to facilitate payment. The report MUST be approved by VSFG technical team before payment is made.
H.What the consultant will provide:
a. Own staff to assist in the works.
b. If accommodated within VSF-G compound he/she will adhere to laid down rules and regulations.
