Brief description of Istituto Oikos
Istituto Oikos (www.istituto-oikos.org) founded in Milan in 1996, works in Europe and in developing countries to promote responsible management of natural resources and to spread more sustainable models of life as means for socio-economic development and poverty alleviation.

BRIEF DESCRIPTION OF THE MAIN PROJECT:PHARO: (“Protezione degli HAbitat costieri e marini del Parco Nazionale delle Quirimbas per la sicuRezza alimentare e lo sviluppO economico”, or Protection of coastal and marine habitat of Quirimbas National Park for food security and economic development).
The project will operate in concert with the Authority of the National Park of the Quirimbas to spread among local communities and entrepreneurs the knowledge of the local environment and the culture of environmental sustainability, to guide existing economic activities toward more appropriate and sustainable forms of environmental usage, and to initiate concrete and innovative experiences in the sectors of tourism and fishery resources management. The project will disseminate innovative approaches able to reconcile the demands of the environment and development, produce a diversification of sources of income and reduce the negative impacts on the territory onto critical sectors (conservation through economic exploitation of natural resources).
General objective. Contribute to harmonize the socio-economic development of the coastal area of the National Park of Quirimbas with the protection of the region through the adoption of an integrated approach, based on the direct participation of local communities, principles of sustainable development, and the strengthening of food safety and strategies to mitigate climate change effects.
Specific objective.Promote the conservation of biodiversity, as well as the economic, cultural and social development of the people living in the coastal area of the Park of Quirimbas, through integrated actions that promote the equitable, sustainable and innovative use of natural resources, the effectiveness of which can be easily demonstrated.
The project foresees the construction of an Eco-lodge with accommodation functions, recreational and educational activities and a small lodge Community.
Period and duration of the contract:12 months renewable from July to August year 2015.
Location:Pemba (headquarters of Istituto Oikos Moçambique) and IBO (main intervention area). Both are located in the Province of Cabo Delgado, northern Mozambique
Salary:to be defined according to work experience and qualifications held.
General competences:
The head of administration will be responsible for the administrative management of the Pemba headquarters and will have to ensure uniformity of administrative procedures in accordance with the requirements of the donor and the organization, overseeing the regular reporting of the projects and ensuring the proper bookkeeping of the association. It will handle the planning, supervision and periodic reporting of all administrative functions for projects and programs: accounting, budget control, procurement, financial reporting and monitoring.
Specific skills:
1) Economic and financial management of the PHARO project and other projects related to it. Responsible for the administration and management of the project budget. In particular:
  • Ensuring that the financial resources made available by the projects are spent in accordance with the project budget and in accordance with procedures defined by each donor;
  • Authorize current and extraordinary expenses, verify the correct execution of the same expenses and costs attribution, on the basis of the project budget and Oikos Mozambique annual budget, as defined annually by Istituto Oikos in collaboration with Oikos Mozambique;
  • Ensure that correct and complete accounting documentation is maintained and recorded in accordance with the regulations and administrative procedures of the leading donors (MAE and EU) and according to the internal Oikos procedures;
  • Check the formal correctness of accounting, including management of current accounts, the monthly closings and periodic reconciliations. Prepare reports on the control and management of financial flows of the various projects, monitoring expenses and cash flows (budget and financial analysis of the budget);
  • Check the available cash and forward the quarterly requests of funds from Istituto Oikos in Italy to Istituto Oikos Moçambique, on the basis of the expenditure estimates of the individual projects and following Oikos internal procedures;
  • Supervise the administrative staff and project managers in Mozambique in the compilation of the petty cash book and in the aspects of accounting management of the projects budget;
  • Taking care of the preparation of contracts with local donors, suppliers and customers;
  • Support the preparation of specific Collaboration Agreements (MoU) with the local partners.
2) Human resources management
Responsible for the administrative management of employment contracts for the local staff in the office of Pemba. In particular, in consultation with the Director of Oikos Mozambique and the Project Manage, the administrator will coordinate and oversee:
  • Recruitment, assignment of duties, salary level, efficiency and productivity checks, termination of contracts, incentives and bonuses, for the staff of Oikos Mozambique;
  • Efficiency and compliance with the Terms of Reference defined in the contracts of international and local staff.
3) Logistics.
In collaboration with the local logistician and with the foreman for the construction of the Eco-lodge:
  • Supervision of the stock, of materials and equipment;
  • Management and supervision of procurement processes for the provision of services, materials and works, according to the regulations of the major donors (EU, UN and MAE);
  • Preparation, update and management of inventories according to Oikos internal procedures.
Skills and abilities required:
  • Degree in economics, Master in Management of social enterprises, non-profit organizations and cooperatives, Administrative and financial management, or similar;
  • At least five years of work experience in a similar area in developing countries. Previous experience in Africa and in Mozambique in particular is an advantage;
  • Solid knowledge of accounting/administrative processes and experience in the area of ​​administrative and financial management;
  • In-depth knowledge of the reporting procedures of the major institutional donors (EU and MAE needed);
  • Experience in management of development projects funded by MAE, EU and UN;
  • Knowledge of procurement procedures required by EU guidelines, MAE, UN;
  • Experience / knowledge of general procedures for NGOs;
  • Good computer skills (office, internet, skype) and autonomy in the management of administrative software;
  • Good ability to draft reports;
  • Good interpersonal skills and teamwork attitude.
Previous experience in the organization and management of construction sites and knowledge of the Portuguese language will be considered assets.
