Project Coordinator Camp Management & Camp Coordination - South Sudan

The Norwegian Refugee Council (NRC) has been operational in Sudan since 2004 and South Sudan since 2006 providing assistance to IDPs, returnees, refugees and host communities in areas of significant return. NRC currently operates an integrated programme focused on the five core competencies: Education, Shelter, Food Security, WASH and Information, Counselling and Legal Assistance (ICLA). The NRC South Sudan programme is currently implemented in Warrap, Northern Bahr el Ghazal (NBEG) and Central Equatoria states. The security and humanitarian situation in South Sudan has deteriorated sharply since mid-December 2013 when violence erupted in the capital Juba and quickly spread to over 20 locations across the five out of ten states in the Country. Large-scale displacement and increased humanitarian needs have been reported. NRC programmes are designed to provide protection and durable solutions for IDPs, refugees and returnees. In South Sudan, our geographic presence is limited primarily to NBeG, Central Equatoria and Warrap; however, the organisation will be assessing needs and identifying opportunities for growth in several other states particularly during the next 12-month period with more thorough assessments likely to be conducted in Eastern Equatoria, Lakes, Upper Nile and Jonglei state in view of the current context, security and access considerations. The CCCM project NRC undertakes in South Sudan has two main components; out-of-camp CCCM which is a pilot project, as well as the national Capacity Building component. The CCCM PC would work to support both but mainly the nationwide Capacity Building of stakeholders at national and sub-national level. The Project coordinator is responsible for the management (in close coordination with the PM CCCM) of a Camp Management projects in South Sudan.

Job description

· Generic responsibilities

· Management of CCCM project field staff

· Ensure capacity building of project staff and transfer key skills

· Ensure high technical quality and transparent processes

· In liaison with Cluster co-leads and State Focal Points, conduct field assessments mainly in the following 5 States of Upper Nile, Unity, Lakes, Jonglei and Central Equatoria States to determine capacity building status and identify priority learning needs.

· Design and co-facilitate Training of Trainers sessions and conduct follow-up mentoring and monitoring at field level to ensure the roll-out of the capacity building activities and provision of technical support to field based trainers

· Through close collaboration with State Focal Points and Site Managers, develop Site specific contextualized materials/tools to enhance CCCM practices as well as training packages

· Conduct training sessions for selected actors in line with the national capacity building strategy and contribute to the development of monitoring and evaluation tools for the capacity building project

· Ensure consistency and coherence in the capacity building activities conducted at National, State and County level

· Maintain a log of Country-wide capacity building activities noting challenges and strengths to facilitate the drafting and submission of an analytical semi-annual CCCM South Sudan Capacity Building Report due at the end of June and December

· Provide regular briefings and periodic situation reports to the Cluster co-leads regarding the capacity building project and activities

· Specific responsibilities

· Conduct a field assessment in Unity, Jonglei, Upper Nile, Lakes and Central Equatoria to determine capacity building status and identify priority learning needs

· As the CB focal point oversee the Implementation of the national strategy of CCCM capacity building at national and state level.

· Develop an action plan based on most urgent learning needs in order to reach state standards and uphold the rights of IDPs living in and outside the camp settings

· Identify priority coordination actions and provide recommendations on harmonizing the capacity building approach with other cluster agencies in separately designed capacity building initiatives

· Based on the UNHCR approved CB agreement develop capacity building plans, identify and respond existing CB priorities linking this to emerging trends (gender minimum commitments, contingency plans, etc)

· Establish robust monitoring systems for the impact of the trainings coupled with continuous coaching and mentoring of identified stakeholders and focal points implement the national strategy on Capacity building

· Provide a comprehensive up to date updates and reports linked to the developed work plan, the products developed, and any potential ToT candidates

· Provide reports as per the contractual agreement with UNHCR grant agreement for the CCCM Capacity building project

Qualifications

· Minimum 3 years of experience from working a CCCM training project implementation

· Previous experience from working in complex and volatile contexts

· Technical Camp Management expertise, CCCM trainer

· Documented results related to the position’s responsibilities

· Knowledge about own leadership skills/profile

· Fluency in English, both written and verbal

· Valid driver’s license

· Knowledge of the context of South Sudan

· Experience from emergency settings
