Our Regulatory Economics team plays its part by managing key aspects of our relationship with the Office of Rail and Road (ORR), with the work often being high profile and attracting the interest of senior industry leaders. Day-to-day, you’ll provide leadership to members of the Regulatory Economics team to drive the development of policy on track access charges, regulatory incentives and the regulatory framework in general. You’ll also liaise with external industry colleagues as you discuss and help shape future policy. Developing and maintaining an effective relationship with the Office of Rail Regulation (ORR) and influencing stakeholders that including DfT, Transport Scotland, RDG and Train Operators will also feature. In addition when it comes to providing technical guidance relating to access charging regimes and regulatory policy, again, it’s you we'll turn to.
You’ll need significant experience of developing economic regulatory frameworks, including charging and incentive mechanisms at a regulator or regulated entity. You’ll also need a proven ability to manage and influence senior industry stakeholders and a good understanding of the charges and incentives mechanisms used in other regulated industries. Project management experience gained within a relevant environment is key, as are strong presentation and negotiation skills, a high level of numeracy and an innate ability to build relationships and consensus around proposals. Adept at drafting consultations, policy positions and supporting material, you also have the communication skills it takes to clearly articulate complex topics to non-specialist senior level audiences.
