Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:
The International Organization for Migration (IOM) has opened an office in Bangui, Central African Republic in early 2014 following large-scale displacement and humanitarian crisis. The Community Stabilization Unit of the mission has been working, with varying funding sources, on contributing to increasing dialogue, economic recovery and social cohesion in highly volatile areas of the country. With funding from the European Union, IOM is working in Bangui’s most volatile districts to support peaceful co-habitation, durable return solutions and economic revitalization of conflict-affected communities.
The project is based on three main components, which aim at fostering continuous peaceful cohabitation, interaction and rehabilitation of local economies, as follows:
  1. Cash for Work activities focusing on inclusion of youth at risk and vulnerable community members in close coordination with the local authorities and civil society;
  2. Rehabilitation of community-based infrastructure in coordination with the humanitarian cluster system and relevant ministries;
  3. Social cohesion and recreational activities in partnership with local associations, NGOs, neighborhood groups etc.
To date the project has assisted about 10,000 cash for work beneficiaries, rehabilitated 12 large-scale infrastructures and supported more than 50 local recreational events. Its implementation is firmly founded on the “do no harm” principle.
Under the direct supervision of the Project Coordinator and the overall supervision of the Chief of Mission, the successful candidate will be responsible for managing the implementation of all aspects of the “Community Stabilization and Early Recovery of at risk communities in Bangui, CAR” project.
*Core Functions / Responsibilities:*
  1. Manage the implementation of all activities in the area of responsibility pertaining to the community stabilization programme.
  2. Represent the project with donors, government counterparts and other stakeholders and act as representative and coordinating entity for the UN system in the area of responsibility as required.
  3. Contribute to designing the monitoring and evaluation (M&E) strategy in line with specifications of the area of responsibility and ensure full adherence to the project’s M&E system.
  4. Ensure timely and correct reporting of security incidents and other relevant dynamics to the Project Coordinator.
  5. Carry out editorial review of reports of staff assigned to the project and ensure correct and precise filing of all reports.
  6. Ensure all developments and activities carried out as part of the project in the assigned area of responsibility are properly documented.
  7. Contribute to and oversee the implementation of the outreach and information campaign in the area of responsibility.
  8. Identify local partners to implement social cohesion activities.
  9. Act as IOM’s representative to the steering committee, ensuring strict adherence to the vulnerability criteria and gender balance during the recruitment process for the cash for work activities.
  10. Provide technical review and advice, and ensure the timely implementation of infrastructure rehabilitation programmes in area of responsibility.
  11. Ensure close monitoring and tracking of undertaken cash for work rotations, incl. participation of former armed elements.
  12. Contribute to overall project reporting in a timely and conclusive manner.
  13. Ensure and oversee financial and administrative management of the office in coordination with the relevant units in Bangui.
  14. Monitor the progress of the project and provide technical and administrative support to team leaders and officers through community-based intervention support, concrete maintenance plans, sustainability strategies and continuous community-based proposed project processes.
  15. Collaborate closely with international humanitarian community, existing and potential donors and local government counterparts to ensure that goals of the projects in the unit are achieved and ensure timely and adequate delivery of the reintegration programme to the communities.
  16. Warrant strict implementation of "do no harm" principles throughout the project and initiate adjustments whenever necessary.
  17. Support the Project Coordinator with CIMCOORD where necessary.
  18. Contribute actively to the liaison with relevant cluster and governmental entities.
  19. Perform such other duties as may be assigned.

*Required Qualifications and Experience*
****Education****
  • Master’s degree in Law, Political Science, Human Rights, International Relations, Humanitarian Assistance or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
****Experience****
  • Experience in programme coordination and management specifically in the area of community stabilization or transition programming;
  • Experience in field work in a challenging environment and community-based reintegration processes;
  • Experience in implementing projects in fragile and post-conflict political settings;
  • Strong and detailed understanding of project implementation procedures;
  • Familiarity with IOM/UN coordination mechanisms, contracts, and agreement endorsement procedures is a distinct advantage;
  • Experience in CAR and implementation of "do no harm"-based projects a distinct advantage;
  • Willingness to travel up to 60% of the time to very remote and isolated field locations and work in a diverse multi-cultural environment.
****Languages****
Fluency in English and French is required.
